Pursuant to regulations of the Tennessee Comptroller’s Office, the attached Reports on Debt Obligation must be submitted to the Metropolitan Council and presented at a meeting of that body before filed with the Comptroller.
As previously approved by the Metropolitan Council, we began a new Water and Sewer Revenue Commercial Paper Program on April 15, 2015. The program consists of two series of notes as described in the reports:

Amendment to the 2011-2015
Rules of Procedure of the Metropolitan Council
12. Zoning Public Hearings
Rule 12 of the 2011-2015 Council Rules of Procedure, as amended, is amended by adding the following provision at the end thereof:
“Public hearings on zoning bills may be held at any other Council meeting if the Vice Mayor determines circumstances warrant holding additional public hearings.”

- CONSENT AGENDA RESOLUTIONS -
A resolution approving Amendment Three to a grant from the State of Tennessee, Department of Human Services, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Davidson County Juvenile Court, to establish and enforce federal and state mandated child support program guidelines for children born out of wedlock. The resolution was approved by the Budget and Finance Committee.
A resolution accepting a grant from the Nashville Chamber Public Benefit Foundation to The Metropolitan Government of Nashville and Davidson County, acting by and through the Nashville Career Advancement Center, to expand paid work experiences for selected Metropolitan Nashville Public School high school students. The resolution was approved by the Budget and Finance and Personnel-Public Information-Human Relations-Housing Committees.
A resolution accepting a grant from the State of Tennessee, Department of Labor and Workforce Development, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Nashville Career Advancement Center, to provide activities that increase the employment, retention, earnings, and occupational skill attainment of participants (LW09P141YUSWA15). The resolution was approved by the Budget and Finance and Personnel-Public Information-Human Relations-Housing Committees.
A resolution approving Amendment One to a Letter of Agreement for Special Needs Funding (Tobacco Settlement) from the State of Tennessee, Department of Health, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health, to fund various programs addressing family tobacco use. The resolution was approved by the Budget and Finance and Health, Hospitals and Social Services Committees.
A resolution approving Amendment One to a grant from the State of Tennessee, Department of Human Services, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Action Commission, to provide services to assist low income and/or homeless individuals achieve self-sufficiency. The resolution was approved by the Budget and Finance and Health, Hospitals and Social Services Committees.
A resolution approving Amendment One to a grant from the State of Tennessee, Department of Health, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health, to provide Chronic Disease Management and School Health Promotion Services. The resolution was approved by the Budget and Finance and Health, Hospitals and Social Services Committees.
A resolution accepting a grant from the State of Tennessee, Department of Health, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health, to provide comprehensive care coordination services for eligible children with special healthcare needs. The resolution was approved by the Budget and Finance and Health, Hospitals and Social Services Committees.
A resolution authorizing the Director of Public Property to exercise an option to purchase two parcels of property (Parcel ID Nos. 10516020700 and 10516020900) for use as a public park by The Metropolitan Government of Nashville and Davidson County (Proposal No. 2015M-011PR-001) and the Director of Finance to accept a donation in the amount of $500,000.00 from Conexión Americas as a contribution towards purchase and development. The resolution was approved by the Planning Commission, Budget and Finance, Parks, Library and Recreation and Planning & Zoning Committees.
A resolution accepting a Friends of Two Rivers Mansion Grant from the Friends of Two Rivers Mansion to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Nashville Parks and Recreation Department, to provide funding for two part-time employee’s salaries to provide tours at Two Rivers Mansion during the 2015 summer. The resolution was approved by the Budget and Finance and Parks, Library and Recreation Committees.
A resolution approving an Intergovernmental Agreement by and between the Department of Army, Nashville District, Corps of Engineers, and The Metropolitan Government of Nashville and Davidson County, acting by and through its Department of Public Works, for the acceptance of The First Supplemental Agreement, related to Easement No. DACW62-2-02-0308, for the placement of a drainage culvert and concrete headwall, within the J. Percy Priest Dam and Reservoir Project (Proposal No. 2015M-023ES-001). The resolution was approved by the Planning Commission, Public Works and Planning, Zoning and Historical Committees.
A resolution approving an application for a grant from the Tennessee Emergency Management Agency to The Metropolitan Government of Nashville and Davidson County and authorizing the acquisition and removal of three houses located in various floodway and floodplain areas in Davidson County. The resolution was approved by the Budget and Finance and Public Works Committees.
A resolution authorizing Cleo Residences, LLC, to construct and install an aerial encroachment at 1034 West Eastland Avenue (Proposal No. 2015M-011EN-001). The resolution was approved by the Planning Commission, Public Works and Planning, Zoning and Historical Committees.
A resolution approving the appointment of hearing officers by the Metropolitan Board of Equalization to conduct preliminary hearings and to make investigations regarding complaints before the Board. The resolution was approved by the Rules-Confirmations-Public Elections Committee.
A resolution approving the election of certain Notaries Public for Davidson County. The resolution was approved by the Rules-Confirmations-Public Elections Committee.
A resolution requesting the Davidson County Delegation to the Tennessee General Assembly to introduce and support the necessary legislation to clearly authorize the Metropolitan Government to issue public obligation bonds for the purpose of providing funds for affordable housing. The resolution was approved by the Rules-Confirmations-Public Elections Committee.
A resolution recognizing the Nashville Sounds mascot, Booster, as the only rooster permitted in the urban areas of Nashville, Tennessee. The resolution was approved by the Rules-Confirmations-Public Elections Committee.

A resolution requesting the Metropolitan Civil Service Commission to consider and recommend an amendment to the General Pay Plan to partially base the compensation of Members of the Metropolitan Council upon Council and committee meeting attendance. The Personnel-Public Information-Human Relations-Housing Committee disapproved the resolution. Mr. Tygard moved to defer the resolution, which motion was seconded and adopted by a voice vote of the Council.

A bill to be entitled: The Budget Ordinance of the Metropolitan Government of Nashville and Davidson County, Tennessee for Fiscal Year 2016. Upon motion duly seconded, the bill passed first reading and was referred to the Budget and Finance Committee by a voice vote of the Council.
An ordinance establishing the tax levy in the General Services District for the Fiscal Year 2015-2016, and declaring the amount required for the annual operating budget of the Urban Services District, pursuant to Section 6.07 of the Metropolitan Charter. Upon motion duly seconded, the bill passed first reading and was referred to the Budget and Finance Committee by a voice vote of the Council.
An ordinance establishing a program for the purpose of providing assistance to low-income elderly residents of the Metropolitan Government for the fiscal year 2015-2016. An ordinance establishing the Metropolitan Government Office of Family Safety as a department of the Metropolitan Government. An ordinance amending Section 5.16.060 of the Metropolitan Code to impose a litigation tax to defray the cost of the salaries of the general sessions court judges. An ordinance authorizing The Industrial Development Board of The Metropolitan Government of Nashville and Davidson County to negotiate and accept payments in lieu of ad valorem taxes with respect to American General Life Insurance Company, a Texas insurance company. An ordinance approving three agreements between the Metropolitan Government and the Electric Power Board of the Metropolitan Government (collectively, the “System Owners”) and (1) the United States Marshals Service (USMS), (2) Belmont University, and (3) Smyrna/Rutherford County Airport Authority (SRCAA) for access to 800-MHZ for emergency radio dispatching and response.
Upon motion duly seconded, the bill passed first reading and was referred to the Budget and Finance and Public Safety-Beer and Regulated Beverages Committees by a voice vote of the Council.
An ordinance approving a Relocation Agreement providing for Metropolitan Government departments having equipment attached to space provided on poles as permitted by third parties to relocate that equipment as needed to accommodate Google Fiber’s construction or placement of its fiber optic cables in space provided on poles as permitted by third parties, at Google Fiber’s expense, or allowing Google Fiber to relocate such equipment itself at its own expense (Proposal No. 2015M-012PR-001). Upon motion duly seconded, the bill passed first reading and was referred to the Planning Commission, Public Works and Planning, Zoning and Historical Committees by a voice vote of the Council.
An ordinance authorizing the Director of Public Property Administration to execute two quitclaim deeds conveying two parcels of property located on Finland Street and Hopedale Drive to Google Fiber Inc. An ordinance authorizing The Metropolitan Government of Nashville and Davidson County to abandon easement rights in a portion of Alley No. 12 retained by Council Bill No. 092-318 for properties located at 200, 206, 216, and 222 2nd Avenue South and at 209 and 217 1st Avenue South (Proposal No. 2015M-024ES-001). The bill was approved by the Planning Commission. An ordinance to amend Section 17.40.720 of the Metropolitan Zoning Code to modify the general requirements of public notice mailings for Board of Zoning Appeals hearings (Proposal No. 2014Z-006TX-003). Upon motion duly seconded, the bill passed first reading and was referred to the Planning Commission and Planning, Zoning and Historical Committee by a voice vote of the Council.
An ordinance authorizing Nashville Urban Venture, LLC, to install, construct, and maintain an underground encroachment within the public sidewalk of 11th Avenue South (Proposal No. 2015M-012EN-001). The bill was approved by the Planning Commission. Upon motion duly seconded, the bill passed first reading and was referred to the Public Works and Planning, Zoning and Historical Committees by a voice vote of the Council.
Without objection, the rules were suspended for consideration of one (1) late ordinance.
An ordinance adopting the Capital Improvements Budget and Program 2015-2016 through 2020-2021 for The Metropolitan Government of Nashville and Davidson County as the official Capital Improvements Budget and Program of The Metropolitan Government of Nashville and Davidson County for Fiscal Year 2015-2016. The bill was approved by the Planning Commission. Mr. Pridemore moved to pass the bill on first reading and refer the bill to the Budget and Finance and Planning, Zoning and Historical Committees, which motion was seconded. After discussion, Mr. Glover called for the previous question, which motion was seconded and adopted by a voice vote of the Council. Without objection, the rules were suspended to call up Bill No. BL2014-937 in order to schedule the bill for public hearing in July.
An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from AR2a to RS10 zoning for property located at 12444 Old Hickory Boulevard, approximately 1,600 feet east of Murfreesboro Pike (32.5 acres), all of which is described herein (Proposal No. 2014Z-057PR-001). The bill was approved by the Planning Commission. Mr. Duvall moved to place the bill on the July public hearing, which motion was seconded and adopted by a voice vote of the Council.

An ordinance to amend the Geographic Information Systems Street and Alley Centerline Layer for the Metropolitan Government of Nashville and Davidson County by abandoning a portion of Benham Avenue right-of-way (Proposal No. 2015M-009AB-001). The bill was approved by the Planning Commission, Traffic and Parking Commission, Public Works, Traffic, Parking and Transportation and Planning, Zoning and Historical Committees Mr. McGuire moved to pass the bill on second reading, which motion was seconded and adopted by a voice vote of the Council.
An ordinance amending Chapter 6.32 of the Metropolitan Code of Laws to prohibit the sale of goods or the resale of tickets within the area surrounding the Nashville Baseball Park. The Convention, Tourism and Public Entertainment Facilities and Public Works Committees recommended indefinite deferral. Ms. Gilmore moved to defer the bill indefinitely, which motion was seconded and adopted by a voice vote of the Council.
An ordinance authorizing The Metropolitan Government of Nashville and Davidson County to negotiate and accept permanent easements for the Hester Beasley Stormwater Improvement Project for two properties located at 9262 and 9269 Hester Beasley Road (Project No. 15-SWC-135 and Proposal No. 2015M-019ES-001. The bill was approved by the Planning Commission, Public Works and Planning, Zoning and Historical Committees. Mr. Anthony Davis moved to pass the bill on second reading, which motion was seconded and adopted by a voice vote of the Council.
An ordinance authorizing The Metropolitan Government of Nashville and Davidson County to abandon easement rights retained in former right-of-way and closed under Council Bill BL2004-176 for property located at 4911 Tennessee Avenue (Proposal No. 2015M-018ES-001). The bill was approved by the Planning Commission, Public Works and Planning, Zoning and Historical Committees. Mr. Baker moved to pass the bill on second reading, which motion was seconded and adopted by a voice vote of the Council.
An ordinance authorizing The Metropolitan Government of Nashville and Davidson County to abandon easement rights in the former 50th Avenue North retained by Council Bill No. O77-710 for property located at 4913 Kentucky Avenue (Proposal No. 2015M-020ES-001). The bill was approved by the Planning Commission, Public Works and Planning, Zoning and Historical Committees. Mr. Baker moved to pass the bill on second reading, which motion was seconded and adopted by a voice vote of the Council.
An ordinance authorizing The Metropolitan Government of Nashville and Davidson County to abandon approximately 51 linear feet of 18 inch DIP sewer main and a portion of easement, to accept 385 linear feet of 10 inch DIP water main and two fire hydrant assemblies, and to accept 21 linear feet of eight inch sanitary DIP sewer for property located at 6834 Charlotte Pike (MWS Project Nos. 15-WL-16 and 15-SL-15 and Proposal No. 2015M-021ES-001). The bill was approved by the Planning Commission, Public Works and Planning, Zoning and Historical Committees. Mr. Baker moved to pass the bill on second reading, which motion was seconded and adopted by a voice vote of the Council.
An ordinance authorizing The Metropolitan Government of Nashville and Davidson County to abandon an eight inch sanitary sewer main, manhole, and easement and to accept a new manhole for properties located at 1202 and 1204 Tremont Street (MWS Project No. 15-SL-26 and Proposal No. 2015M-022ES-001). The bill was approved by the Planning Commission, Public Works and Planning, Zoning and Historical Committees. Mr. Baker moved to pass the bill on second reading, which motion was seconded and adopted by a voice vote of the Council.
