RESOLUTION NO. RS2015-1498

A resolution requesting the Metropolitan Civil Service Commission to consider and recommend an amendment to the General Pay Plan to partially base the compensation of Members of the Metropolitan Council upon Council and committee meeting attendance.

WHEREAS, over the past seven years, Metropolitan Vice Mayor Diane Neighbors has stressed the importance of the Metropolitan Council committee system, and has encouraged Members of Council to discuss legislation and ask questions during the committee meetings; and

WHEREAS, there is currently no incentive for Members of Council to attend committee meetings; and

WHEREAS, the Metropolitan Council Members currently receive a salary of $15,000 per year; and

WHEREAS, Section 18.05 of the Metropolitan Charter provides that the compensation of Members of the Metropolitan Council may be changed by the Council as part of the general pay plan in accordance with Section 12.10 of the Charter; and

WHEREAS, pursuant to Section 12.10 of the Metropolitan Charter, the Metropolitan Civil Service Commission must recommend to the Metropolitan Council any change in compensation for Members of Council; and

WHEREAS, Section 18.05 of the Metropolitan Charter further provides that such compensation changes shall not become effective until the next term of office for the Members of Council; and

WHEREAS, in order to encourage the use of the Council committee system for in depth discussion of Council legislation, it is fitting and proper that the General Pay Plan be amended to tie Council Member compensation to committee and Council meeting attendance.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. The Metropolitan County Council hereby goes on record as requesting the Civil Service Commission to submit an amendment to the General Pay Plan for employees of the Metropolitan Government that provides compensation for Members of the Metropolitan Council not to exceed a total of $15,000 per year, which is to be determined as follows:

1. A fixed salary of $7,500 per year.
2. $300 per Council meeting attended.
3. $100 per regular Council Committee meeting and budget hearing.

Section 2. The Metropolitan Clerk is directed to send a copy of this Resolution to each member of the Civil Service Commission and to Human Resources Director Veronica Frazier.

Section 3. That this resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
