The Metropolitan Council met in regular session on this date at 6:30 p.m. in the Metropolitan Courthouse.

- ELECTIONS AND CONFIRMATIONS -
Charter Revision Commission
Reappointment of Ms. Eileen Beehan for a term expiring September 4, 2018. The Rules-Confirmations-Public Elections Committee recommended the reappointment and Mr. Harmon moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Reappointment of Mr. Dewey Branstetter, Jr. for a term expiring September 4, 2018. The Rules-Confirmations-Public Elections Committee recommended the reappointment and Mr. Harmon moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Metropolitan Housing Trust Fund Commission
Reappointment of Ms. Betty Nixon for a term expiring September 17, 2019. The Rules-Confirmations-Public Elections Committee recommended the reappointment and Mr. Harmon moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Nashville Education, Community and Arts Television Corporation (NECAT)
Appointment of Mr. Rick Prince for a term expiring February 5, 2016. At the request of the nominee, the confirmation was withdrawn.
Health and Educational Facilities Board
The President announced that two vacancies currently exist on the Health and Educational Facilities Board of The Metropolitan Government of Nashville and Davidson County. Nominations will be taken at the next regular meeting of the Council with an election held to fill the vacancies on November 4, 2014, pursuant to Rule 32 of the Rules of Procedure of the Metropolitan Council.
Without objection, the following resolutions were taken out of order.
A resolution amending the pay plans for the general employees of The Metropolitan Government of Nashville and Davidson County approved under Resolution Nos. RS2013-711 and RS2014-1127, by adding the position of Veterans Service Officer. The resolution was approved by the Budget and Finance and Personnel Committees. An ordinance amending Chapter 17.16 of Title 17 of the Metropolitan Code, Zoning Regulations, pertaining to “Community Education” siting (Proposal No. 2014Z-019TX-001). Mr. Hunt moved to defer the bill indefinitely, which motion was seconded and adopted by a voice vote of the Council.
An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from CS to RM20-A zoning for property located at Chester Avenue (unnumbered), approximately 350 feet east of Gallatin Avenue (0.88 acres), all of which is described herein (Proposal No. 2014Z-013PR-001).

The bill was disapproved by the Planning Commission. Mr. McGuire moved to withdraw the bill, which motion was seconded and adopted by a voice vote of the Council.

A resolution accepting a grant from the Tennessee Arts Commission to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Nashville Arts Commission, for a Teacher Training Grant to fund a cadre of middle school and high school teachers to develop Common Core unit plans in various subjects in conjunction with the anticipated Civil Rights Memorial. The resolution was approved by the Budget and Finance Committee.
A resolution accepting a grant from the State of Tennessee, Tennessee Arts Commission, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Arts Commission, for general operating support to cover program and direct expenses related to art programs, research, and community engagement. The resolution was approved by the Budget and Finance Committee.
A resolution approving an amendment to contract number 19667 by and between The Metropolitan Government of Nashville and Davidson County and Election Systems & Software, LLC, to provide for the lease of electronic poll books equipment and software. The resolution was approved by the Budget and Finance Committee.
A resolution approving Amendment Two to the Staffing for Adequate Fire and Emergency Response (SAFER) Grant from the U.S. Department of Homeland Security to The Metropolitan Government of Nashville and Davidson County. The resolution was approved by the Budget and Finance and Public Safety-Beer and Regulated Beverages Committees.
A resolution accepting a grant from the State of Tennessee, Tennessee Commission on Children and Youth, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Davidson County Juvenile Court, for Juvenile Accountability Block Grant (JABG) funding to enhance court staffing to supervise delinquent youth on supervised probation. The resolution was approved by the Budget and Finance and Public Safety-Beer and Regulated Beverages Committees.
A resolution approving an intergovernmental agreement by and between The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Nashville Police Department, and Tennessee State University for extra-duty police services. The resolution was approved by the Budget and Finance and Public Safety-Beer and Regulated Beverages Committees.
A resolution accepting a T.O.T.A.L. (Totally Outstanding Teen Advocates for the Library) Grant from the Nashville Public Library Foundation to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Nashville Public Library, to provide a leadership team to design, develop, and implement programs for both the public and other teens at a minimum of five branch locations. The resolution was approved by the Budget and Finance and Parks, Library and Recreation Committees.
A resolution accepting a grant from the Nashville Public Library Foundation to The Metropolitan Government of Nashville and Davidson County, acting by and through the Nashville Public Library, to fund a part-time Volunteer Services staff position to initiate partnerships with local colleges and universities to recruit and place college volunteers throughout the library system. The resolution was approved by the Budget and Finance and Parks, Library and Recreation Committees.
A resolution accepting a grant from the Nashville Public Library Foundation to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Nashville Public Library, for special collections staffing to enhance the areas of digital programs design and development and public service. The resolution was approved by the Budget and Finance and Parks, Library and Recreation Committees.
A resolution accepting a grant from the Tennessee Arts Commission to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Parks and Recreation, for an Arts Integration-Cartooning with Mr. Ollie Grant to provide art lessons for after-school programs at six regional community centers. The resolution was approved by the Budget and Finance and Parks, Library and Recreation Committees.
A resolution authorizing The Metropolitan Government of Nashville and Davidson County, herein after referred to as METRO, to enter into an agreement with the White House Utility District, hereinafter referred to as the DISTRICT, for reading and maintaining water consumption meters and for disconnecting and reconnecting water service. The resolution was approved by the Budget and Finance and Public Works Committees.
A resolution approving an intergovernmental agreement by and between the State of Tennessee, Department of Transportation, and The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Department of Public Works, for miscellaneous safety improvements on State Route 45, Old Hickory Boulevard intersection at State Route 265, Central Pike under the Highway Safety Improvement Program in Davidson County, PIN 121073.00. The resolution was approved by the Budget and Finance and Public Works Committees.
A resolution authorizing The Metropolitan Government of Nashville and Davidson County, herein after referred to as “Metro”, to enter into an agreement with the City of Goodlettsville, hereinafter referred to as “Goodlettsville”, for Metro’s reading of water consumption meters and for disconnecting and reconnecting water service to Goodlettsville’s sewer customers. The resolution was approved by the Budget and Finance and Public Works Committees.
A resolution authorizing The Metropolitan Government of Nashville and Davidson County, hereinafter referred to as Metro, to enter into an agreement with the Nolensville College Grove Utility District of Williamson County, Tennessee, hereinafter referred to as the Utility District, to provide water service to Lot 12 of the Concept Plan for Burkitt South Subdivision located inside the Utility District’s boundaries in Williamson County. The resolution was approved by the Budget and Finance and Public Works Committees.
A resolution approving an intergovernmental agreement by and between the State of Tennessee, Department of Transportation, and The Metropolitan Government of Nashville and Davidson County, acting by and through the Departments of Public Works and Water and Sewer Services, for State Route-1 (Murfreesboro Pike) from Vultee Boulevard to Jupiter Drive, including the Vultee Boulevard Bridge and Intersection on State Route-1 at Kermit Drive PIN 121040.00. The resolution was approved by the Budget and Finance and Public Works Committees.
A resolution accepting a Think Green Grant from Keep America Beautiful/Waste Management (KAB/Waste Management) to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Nashville Public Works Department, to update the recycling education room at the material processing facility. The resolution was approved by the Budget and Finance and Public Works Committees.
A resolution authorizing the Metropolitan Department of Law to compromise and settle the personal injury claims of David and Connie Powell against the Metropolitan Government of Nashville and Davidson County in the amount of $250,000.00, and that said amount be paid out of the Self-Insured Liability Fund. The resolution was approved by the Budget and Finance Committee.
A resolution authorizing the continued parking of vehicles at the former Stokes Middle School property located at 3701 Belmont Boulevard pursuant to Section 2.206.010 of the Metropolitan Code. The resolution was approved by the Education Committee.
