The Metropolitan Council met in regular session on this date at 6:30 p.m. in the Metropolitan Courthouse.
The invocation was offered by Councilman Robert Duvall.
The Metropolitan Council gave the pledge of allegiance to the American Flag.

Metropolitan Arts Commission
Appointment of Ms. Stephanie Pruitt for a term expiring January 1, 2019. The Rules-Confirmations-Public Elections Committee recommended the appointment and Mr. Steine moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Alarm Appeals Board
Appointment of Mr. Gregory Pratchett for a term expiring November 4, 2016. The Rules-Confirmations-Public Elections Committee recommended the appointment and Mr. Steine moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Convention Center Authority
Appointment of Mr. Randy Goodman for a term expiring September 30, 2015. Mr. Goodman will fill the unexpired term of Mr. Leo Waters. The Rules-Confirmations-Public Elections Committee recommended the appointment and Mr. Steine moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Board of Fair Commissioners
Appointment of Mr. Eric Malo for a term expiring May 17, 2018. The Rules-Confirmations-Public Elections Committee recommended the appointment and Mr. Steine moved for confirmation, which motion was seconded. - CONSENT AGENDA RESOLUTIONS -
A resolution approving an application for a Public Art Challenge Grant from Bloomberg Philanthropies, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Arts Commission, to grow professional opportunities for artists while managing neighborhood affordability through the THRIVE micro-funding program. The resolution was approved by the Budget and Finance Committee.
A resolution authorizing the Director of Public Property, or his designee, to exercise an option to purchase real property (Map 147-11, part of Parcel 140.00) for the use and benefit of the Metropolitan Nashville Public Schools (Proposal No. 2015M-001PR-001). The resolution was approved by the Planning Commission, Budget and Finance, Education and Planning, Zoning and Historical Committees.
A resolution approving an application for an Assistance to Firefighters Grant from the U.S. Department of Homeland Security, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Nashville Fire Department, to provide firefighter safety and survival training in accordance with the National Fire Protection Association (NFPA).
The resolution was approved by the Budget and Finance and Public Safety-Beer and Regulated Beverages Committees.
A resolution approving Amendment Two to a grant from the State of Tennessee, Department of Health, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health, to provide school based oral disease prevention services to those children who qualify for TennCare. The resolution was approved by the Budget and Finance and Health, Hospitals and Social Services Committees.
A resolution approving a resident training agreement between The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health, and Meharry Medical College to provide a wide range of clinical experiences to appropriate students in accordance with the Department of Family and Community Medicine. The resolution was approved by the Health, Hospitals and Social Services Committee.
A resolution approving an intergovernmental agreement by and between the State of Tennessee, Department of Health, and The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health, to establish the Tennessee Health Joint Information Center to be activated on an as-needed basis whenever multidisciplinary operations are required. The resolution was approved by the Health, Hospitals and Social Services Committee.
A resolution confirming the appointment of Randy Goodman to the board of directors of The Convention Center Authority of the Metropolitan Government of Nashville and Davidson County. The resolution was approved by the Rules-Confirmations-Public Elections Committee.
A resolution authorizing the Metropolitan Department of Law to compromise and settle the personal injury claim of Michelle Adams against the Metropolitan Government of Nashville and Davidson County in the amount of $22,000.00, and that said amount be paid out of the Self-Insured Liability Fund. The resolution was approved by the Budget and Finance Committee.
A resolution approving the election of certain Notaries Public for Davidson County. The resolution was approved by the Rules-Confirmations-Public Elections Committee.
A resolution honoring the life of our good friend Robert Corenswet. The resolution was approved by the Rules-Confirmations-Public Elections Committee.
A resolution recognizing January 19-23, 2015, as No Name-Calling Week across the United States. The resolution was approved by the Rules-Confirmations-Public Elections Committee.

A resolution appropriating one hundred thousand dollars ($100,000) from the Undesignated Fund Balance of the General Fund of the General Services District to Neighborhoods Resource Center to provide partial funding for its program services. The Budget and Finance Committee recommended deferment. Mr. Scott Davis moved to defer the resolution to the first meeting in February, which motion was seconded and adopted by a voice vote of the Council.

An ordinance to amend the Geographic Information Systems Street and Alley Centerline Layer for the Metropolitan Government of Nashville and Davidson County by abandoning portions of Park Avenue, Elkins Avenue, Alley No. 1198 and Alley No. 1199 right-of-way and easement (Proposal No. 2014M-002AB-001). The bill was approved by the Planning Commission and Traffic and Parking Commission. An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of the Metropolitan Government of Nashville and Davidson County, by changing from R40 to SP zoning for various properties located along Church Street East, Valley View Road, and Cloverland Drive, at the northwest corner of the Church Street East and Cloverland Drive intersection (17.58 acres), to permit up to 78 single family residential units, all of which is described herein (Proposal 2015SP-011-001). Mr. Banks moved to pass the bill on first reading and refer the bill to the Planning Commission and Planning, Zoning and Historical Committee, which motion was seconded and adopted by a voice vote of the Council.

An ordinance to amend Chapter 6.28 of the Metropolitan Code pertaining to Short Term Rental Property. The Codes, Fair and Farmers Market and Convention, Tourism and Public Entertainment Facilities Committees recommended deferment.
Ms. Allen moved to defer the bills to the first meeting in February, which motion was seconded and adopted by a voice vote of the Council.
An ordinance amending Chapter 2.212 of the Metropolitan Code to modify the eligibility requirements for obtaining small business economic development incentive grants. The bill was approved by the Budget and Finance Committee. Mr. Maynard moved to pass the bill on second reading, which motion was seconded and adopted by a voice vote of the Council.
An ordinance amending Chapter 4.20 of the Metropolitan Code pertaining to minimum wage and payroll information retention and inspection, and to assure protection of private information. The bill was approved by the Budget and Finance and Personnel-Public Information-Human Resources-Housing Committees. Mr. Maynard requested a suspension of the rules to allow a late amendment and no objection as made. Mr. Maynard offered Amendment No. 1 and moved for its adoption, which motion was seconded and adopted by a voice vote of the Council. An ordinance amending Section 16.44.030 of the Metropolitan Code pertaining to noise from construction sites. The Codes, Fair and Farmers Market Committee recommended deferral. Ms. Gilmore moved to defer the bill to the first meeting in February, which motion was seconded and adopted by a voice vote of the Council.
An ordinance authorizing The Metropolitan Government of Nashville and Davidson County to regulate low speed vehicles within certain portions of Nashville and Davidson County, and to amend Title 6 of the Metropolitan Code to provide for such regulations.

An ordinance authorizing Amendment Number One (1) to the Division Street Extension Phase 1 Right-of-Way Acquisition, for additional acquisition of certain right-of-way, slope and temporary construction easements and property rights between 4th Avenue South and 8th Avenue South, and including Fogg Street and 7th Avenue South, for the closure of the CSXT crossing for use by the Metropolitan Government (Proposal No. 2013M-041PR-002). An ordinance authorizing the acquisition by negotiation or condemnation of temporary and permanent utility easements relating to the installation of a new eight inch water main along Brandau Road and Hoggett Ford Road, approving the form of a participation financing agreement for property owners to connect to the new water main, and amending Chapter 15.52 of the Metropolitan Code to allow for the construction and financing arrangement set forth herein (Proposal No. 2015M-001ES-001).
