Stormwater Management Committee
Reappointment of Mr. Roy Dale for a term expiring October 31, 2021. The Rules, Confirmations, and Public Elections Committee recommended the appointment. Ms. Karen Johnson moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Metropolitan Development and Housing Agency
Reappointment of Mr. Melvin Black for a term expiring November 5, 2018. The Rules, Confirmations, and Public Elections Committee recommended the appointment and Ms. Barry moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
MOTION TO RECONSIDER
A resolution authorizing the Mayor to employ the law firm of Lieff Cabraser Heimann & Bernstein, LLP, as special counsel, on a contingent fee basis, to investigate, and if appropriate, pursue claims against manufacturers and distributors of prescription opioids that have wrongfully caused drug addiction in Davidson County and resulting economic harm to the Metropolitan Government. CONSENT AGENDA RESOLUTIONS
A resolution authorizing the Director of Public Property, or his designee, to exercise option agreements for the purchase of various flood-prone properties, for Metro Water Services (MWS Project No. 17WS0001 and Proposal No. 2017M-022PR-005). The resolution was approved by the Planning Commission, Budget and Finance, Planning, Zoning, and Historical, and Public Works Committees.
A resolution authorizing the Metropolitan Department of Law to compromise and settle the property damage claim of Efrain Montes de Oca against the Metropolitan Government of Nashville and Davidson County in the amount of $8,700.00, and that said amount be paid out of the Self-Insured Liability Fund. The resolution was approved by the Budget and Finance Committee.
A resolution authorizing the Metropolitan Department of Law to compromise and settle the personal injury damage claim of Carol Slate against the Metropolitan Government of Nashville and Davidson County in the amount of $125,000, and that said amount be paid out of the Self-Insured Liability Fund. The resolution was approved by the Budget and Finance Committee.
A resolution accepting a Transportation Alternatives Program (TAP) Grant from the State of Tennessee, Department of Transportation, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Nashville Parks and Recreation Department, to provide funding for the construction of a multi-modal path and elevated boardwalk from the Cumberland River Pedestrian Bridge to the Opry Mills Complex. The resolution was approved by the Budget and Finance and Parks, Library, and Recreation Committees.
A resolution accepting a grant from the State of Tennessee, Department of Health, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health, to provide HIV/STD/Viral Hepatitis Prevention services for the management, surveillance, and reporting of communicable diseases. The resolution was approved by the Budget and Finance and Health, Hospitals, and Social Services Committees.
A resolution approving Amendment One to a grant from the State of Tennessee, Department of Health, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health, to promote the control and surveillance of mosquito-borne diseases such as West Nile and Zika Virus transmission in Tennessee. The resolution was approved by the Budget and Finance and Health, Hospitals, and Social Services Committees.
A resolution authorizing Industrial Strength Marketing to construct and install an aerial encroachment at 1401 5th Avenue North (Proposal No.2017M-046EN-001). The resolution was approved by the Planning Commission, Planning, Zoning, and Historical and Public Works Committees.
A resolution recognizing Doug Sloan upon his departure from the Metro Planning Department. The resolution was approved by the Rules, Confirmations, and Public Elections Committee.
A resolution recognizing the Ryman Auditorium - “The Mother Church of Country Music” - and its 125 years in Nashville as Music City’s most famous and respected music venue attracting hundreds of thousands of visitors to Nashville each year. The resolution was approved by the Rules, Confirmations, and Public Elections Committee.

RESOLUTIONS
A resolution to amend Ordinance No. BL2016-235 to increase permit fees for closures in the right-of-way permit high impact area. The Budget and Finance and Public Works Committees recommended deferral to the second meeting in March at the request of the sponsor. Mr. Elrod moved to defer the resolution indefinitely, which motion was seconded and approved by a voice vote of the Council.
A resolution to amend Ordinance No. BL2016-235 to create a fee for a right-of-way site management plan permit. The Budget and Finance and Public Works Committees recommended deferral to the second meeting in March at the request of the sponsor. A resolution requesting that all fee revenue from right-of-way temporary closure permits be used for staffing, expenses, and other direct costs of administering such permits. An ordinance adopting a transit improvement program for the Metropolitan Government of Nashville and Davidson County, approving a surcharge for the program, and requesting the Davidson County Election Commission to call a county-wide referendum election to be held on May 1, 2018, regarding the levying of the surcharge on certain taxes to fund the program. Upon motion duly seconded, the bill passed first reading by a voice vote of the Council.

An ordinance amending Chapter 12.42 of the Metropolitan Code of Laws to establish a commercial permit parking program. The
Traffic, Parking and Transportation Committee recommended a two meeting deferral at the request of the sponsor. Ms. Allen moved to defer the bill to the second meeting in January, which motion was seconded and approved by a voice vote of the Council.
SUBSTITUTE BILL NO. BL2017-953
An ordinance amending Chapter 6.64 of the Metropolitan Code of Laws to restrict door-to-door commercial solicitation to daylight hours and to revise eligibility provisions for issuance of a permit. The bill was approved by the Public Safety, Beer, and Regulated Beverages Committee with an amendment. Mr. Withers offered Amendment No. 1 and moved for its adoption, which motion was seconded and adopted by a voice vote of the Council. Mr. Withers moved to pass the bill on second reading as amended, which motion was seconded and approved by a voice vote of the Council.
An ordinance amending Chapter 2.210 of the Metropolitan Code of Laws to require certain information for the assessment of economic and community development incentives. The bill was approved by the Budget and Finance Committee with an amendment.
