The Metropolitan Council met in regular session on this date at 6:30 p.m. in the Metropolitan Courthouse.
The invocation was offered by Pastor Veronne G. Carter of First Wesleyan Church.
The Metropolitan Council gave the pledge of allegiance to the American Flag.

ELECTIONS AND CONFIRMATIONS
CATV Special Committee
Appointment of Ms. Susan Wright for a term expiring March 1, 2018. Ms. Wright will fill the unexpired term of Mr. Tyson Draper. The Rules, Confirmations, and Public Elections Committee recommended the appointment. Ms. Haywood moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Convention Center Commission
Reappointment of Ms. Irwin Fisher for a term expiring December 2, 2021. The Rules, Confirmations, and Public Elections Committee recommended the reappointment. Ms. Haywood moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Metropolitan Housing Trust Fund Commission
Reappointment of Mr. Chris Ferrell for a term expiring September 17, 2022. The Rules, Confirmations, and Public Elections Committee recommended the reappointment. Ms. Haywood moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Stormwater Management Committee
Reappointment of Mr. Roy Dale for a term expiring October 31, 2021. At the request of the Rules, Confirmations, and Public Elections Committee, the nomination was deferred.
Reappointment of Ms. Anna Maddox for a term expiring October 31, 2021. At the request of the Rules, Confirmations, and Public Elections Committee, the nomination was deferred.
Transportation Licensing Commission
Appointment of Ms. Sarah Lingo for a term expiring October 20, 2019. The Rules, Confirmations, and Public Elections Committee recommended the appointment. Ms. Haywood moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Appointment of Ms. Jessica Powell for a term expiring October 10, 2018. Ms. Powell will fill the unexpired term of Ms. Rhonda Marko. The Rules, Confirmations, and Public Elections Committee recommended the appointment. Ms. Haywood moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
President Briley announced that due to the resignation of Judge Angelita Blackshear Dalton a vacancy now exists in the office of General Sessions Judge, which vacancy is to be filled by the Metropolitan Council. Pursuant to Rule No. 44 of the Metropolitan Council Rules of Procedure, nominations must be filed with the Metropolitan Clerk not later than 4:00 pm on Tuesday, December 12, 2107 and an election to fill the vacancy will be conducted at the regular meeting of the Council on January 2, 2018.

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from CL to MUL-A zoning on property located at 2006 South Hamilton Road, approximately 100 feet southwest of Clarksville Pike (0.27 acres), all of which is described herein (Proposal No. 2017Z-081PR-001). An ordinance amending Title 6 and sections 17.04.060, 17.08.030, 17.16.250, and 17.16.070 of the Metropolitan Code of Laws to establish regulations regarding short term rental properties and to establish distinct land uses for “Short term rental property – Owner-Occupied” and “Short term rental property – Not Owner-Occupied” Proposal No. 2017Z-024TX-001). Mr. Shulman moved to defer the bill to the January public hearing, which motion was seconded and approved by a voice vote of the Council with Ms. Huezo and Ms. Roberts abstaining.

CONSENT AGENDA RESOLUTIONS
A resolution approving an agreement between the United States Department of the Army and the Metropolitan Government of Nashville and Davidson County, acting by and through the Department of Water and Sewerage Services, for the Mill Creek Flood Risk Management Project in Davidson County, Tennessee (MWS Project No. 18-SWC-136). The resolution was approved by the Budget and Finance and Public Works Committees.
A resolution appropriating $50,000 through a grant contract by and between The Metropolitan Government of Nashville and Davidson County, acting by and through the Nashville Public Library, and Oasis Center, Inc. to provide services that help youth grow, thrive and create positive change in their lives and our community. The resolution was approved by the Budget and Finance and Parks, Library, and Recreation Committees.
A resolution appropriating $250,000 through a grant contract by and between The Metropolitan Government of Nashville and Davidson County, acting by and through the Nashville Public Library, and Oasis Center, Inc. to provide college access services for the Nashville Scholars Program. The resolution was approved by the Budget and Finance and Parks, Library, and Recreation Committees.
A resolution approving a license agreement between The Metropolitan Government of Nashville and Davidson County, acting by and through the Board of Parks and Recreation, and the United States of America, acting by and through the Department of the Army, to enter certain parks, operated and maintained by the Department of Parks and Recreation, for limited training purposes. The resolution was approved by the Parks, Library, and Recreation Committee.
A resolution accepting a STOP, Fatality Review Technical Assistance Grant from the State of Tennessee, Department of Finance and Administration, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Office of Family Safety, to promote a coordinated, multi-disciplinary approach to improving the criminal justice system’s response to sexual assault, domestic violence, dating violence, and stalking crimes. The resolution was approved by the Budget and Finance and Public Safety, Beer, and Regulated Beverages Committees.
A resolution accepting a grant from the Tennessee Emergency Management Agency to The Metropolitan Government of Nashville and Davidson County, acting by and through the Office of Emergency Management, to subsidize the Emergency Management Program. The resolution was approved by the Budget and Finance and Public Safety, Beer, and Regulated Beverages Committees.
A resolution approving a Sheriff’s Alcohol Awareness for Everyone Grant from the State of Tennessee, Department of Safety and Homeland Security, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Davidson County Sheriff’s Office, to undertake alcohol countermeasures highway safety projects. A resolution authorizing the Mayor to employ the law firm of Lieff Cabraser Heimann & Bernstein, LLP, as special counsel, on a contingent fee basis, to investigate, and if appropriate, pursue claims against manufacturers and distributors of prescription opioids that have wrongfully caused drug addiction in Davidson County and resulting economic harm to the Metropolitan Government.
