The Metropolitan Council met in regular session on this date at 6:30 p.m. in the Metropolitan Courthouse.
The invocation was offered by Councilman DeCosta Hastings.
The Metropolitan Council gave the pledge of allegiance to the American Flag.

The Minutes of the regular meeting of September 19, 2017 were approved.
ELECTIONS AND CONFIRMATIONS
Farmers Market Board
Appointment of Mr. Tandy Wilson for a term expiring May 17, 2018. Mr. Wilson will fill the unexpired term of Mr. Tyler Brown. The Rules, Confirmations, and Public Elections Committee recommended the appointment. Ms. Haywood moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Health and Educational Facilities Board
The President called for an election to fill two (2) vacancies on the Health and Educational Facilities Board. Candidates previously nominated were: Isaac Addae, Stephan Frohsin, Sarah Hanna, Saletta Holloway, Sean McGuire, Chris Moth, and Blake Wilson. The Rules, Confirmations, and Public Elections Committee conducted interview of the nominees, with the exception of Saletta Holloway who had withdrawn her nomination, and found all the candidates qualified to serve.
A ballot was taken for two vacancies with councilmembers casting concurrent votes for two of the nominees. The President declared that Dr. Addae and Mr. Moth were each elected to a six-year term expiring September 30, 2023.
The President called for the election for Committee chairs of the Planning, Zoning, and Historical, and the Traffic, Parking and Transportation Committees and two members to the Audit Committee. Ms. Haywood moved that previously nominated Councilmembers Bedne and Hagar be elected as respective Committee Chairs and that Councilmembers Cooper and Mendes be elected Audit Committee members by acclamation, which motion was seconded and adopted by a unanimous vote of the Council.
BILLS ON PUBLIC HEARING
An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from ORI to SP on properties located at 109, 111 and 113 29th Avenue North, at the southwest corner of Poston Avenue and 29th Avenue North, located within the 31st Avenue and Long Boulevard Urban Design Overlay District (0.49 acres), to permit a hotel, all of which is described herein (Proposal No. 2017SP-020-001). The bill was approved by the Planning Commission with conditions, disapproved without. Mr. Kindall requested a hearing from the public on this bill which had been previously advertised. The President asked if anyone desired to be heard for or against the bill and citizens were heard in favor of and in opposition to passage of the bill. The President declared the public hearing closed. Mr. Kindall moved to pass the bill on second reading and defer the bill to the first meeting in November, which motion was seconded and approved by a roll call vote of the Council.
An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from R6-A to SP zoning on properties located at 530, 534, and 536 Southgate Avenue, approximately 305 feet east of Martin Street, (1.73 acres), to permit up to 49 multi-family units, all of which is described herein (Proposal No. 2017SP-054-001). The bill was approved by the Planning Commission with conditions, disapproved without. Mr. Sledge moved to defer the bill to the November public hearing, which motion was seconded and approved by a voice vote of the Council.
An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by expanding the Urban Zoning Overlay District to various properties located between Cabot Drive and Briley Parkway, from Knob Road north to Annex Avenue (1,591.06 acres), zoned CL, CS, IR, OR20, R10, R40, R6, RM20, RM9, RS40, RS7.5, SCR, SP and within Planned Unit Development Overlay districts, all of which is described herein (Proposal No. 2017Z-091PR-001). Ms. Roberts requested a hearing from the public on this bill which had been previously advertised. The President asked if anyone desired to be heard for or against the bill and no one came forward to be heard. The President declared the public hearing closed. Ms. Roberts moved to pass the bill on second reading, which motion was seconded and approved by a voice vote of the Council.

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from R10 to SP zoning for property located at 5400 Mt. View Road, at the southeast corner of Mt. View Road and Crossing Boulevard (8.15 acres), to permit a mixed use development, all of which is described herein (Proposal No. 2017SP-031-001). The bill was approved by the Planning Commission with conditions, disapproved without.
An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by cancelling a portion of a Planned Unit Development located at 5400 Mt.
