The Metropolitan Council met in adjourned session on this date at 6:30 p.m. in the Metropolitan Courthouse.

The invocation was offered by Chaplain Mary Murphy.

The Metropolitan Council gave the pledge of allegiance to the American Flag.

The Minutes of the regular meeting of June 20, 2017 were approved.

- ELECTIONS AND CONFIRMATIONS –

Beer Permit Board
Appointment of Mr. John Spragens for a term expiring October 31, 2019. Mr. Spragens will fill the unexpired term Ms. Anne Sumpter Arney. The Rules, Confirmations, and Public Elections Committee recommended the appointment. Mr. Shulman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Employee Benefit Board
Reappointment of Mr. G. Tom Curtis for a term expiring June 30, 2020. At the request of the nominee, the confirmation was deferred.

Property Standards and Appeals Board
Appointment of Ms. Gabriela Lira for a term expiring April 7, 2018. At the request of the nominee, the confirmation was deferred.

RESOLUTION NO. RS2017-767

A resolution exempting Different Class, LLC/The Rosemary and Beauty Queen located at 1102 Forrest avenue from the minimum distance requirements for obtaining a beer permit pursuant to Section 7.08.090.E. of the Metropolitan Code. The resolution was approved by the Public Safety, Beer, and Regulated Beverages Committee. Mr. Withers requested a hearing from the public on this resolution which had been previously advertised. The President asked if anyone desired to be heard for or against the resolution and no one came forward to be heard. The President declared the public hearing closed. An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from IWD to MUL-A zoning for property located at 1267 2nd Avenue South, at the northwest corner of Hart Street and 2nd Avenue South (0.14 acres), all of which is described herein (Proposal No. 2016Z-094PR-001). BILL NO. BL2017-700

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from R6 to SP zoning on property located at 1021 Elvira Avenue, approximately 275 feet northwest of Gallatin Pike, (0.49 acres), to permit up to six residential units, all of which is described herein (Proposal No. 2016SP-077-001). The bill was approved by the Planning Commission with conditions, disapproved without. In the absence of the sponsor, the bill was deferred to the August public hearing.

BILL NO. BL2017-701

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by applying an Urban Design Overlay District on various properties located along Moss Spring Drive and Bluewater Trace, approximately 540 feet west of Bluewater Drive, zoned AR2a and RS10 (11.25 acres), all of which is described herein (Proposal No. 2017UD-003-001). BILL NO. BL2017-704

An ordinance amending Section 17.28.100 of the Metropolitan Code of Laws, Zoning Code, pertaining to rope lighting (Proposal No. 2017Z-013TX-001). Ms. Vercher moved to defer the bill to the August public hearing, which motion was seconded and approved by a voice vote of the Council.

BILL NO. BL2017-719

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from R6 to SP zoning on property located at 2407 Brasher Avenue, approximately 140 feet northeast of Strouse Avenue (0.23 acres), to permit an accessory detached recording studio in addition to all uses permitted by the R6 zoning district, all of which is described herein (Proposal No. 2017SP-015-001). The bill was disapproved by the Planning Commission. Mr. Scott Davis requested a hearing from the public on this bill which had been previously advertised. BILL NO. BL2017-720

An ordinance amending Chapter 17.16 of Title 17 of the Metropolitan Code, Zoning Regulations, to modify the conditions pertaining to setbacks for construction/demolition landfills, sanitary landfills, and waste transfer facilities (Proposal No. 2017Z-015TX-001). Mr. Hagar moved to withdraw, which motion was seconded and adopted by a voice vote of the Council.

BILL NO. BL2017-721

An ordinance amending Section 17.20.140 of the Metropolitan Code of Laws, Zoning Code, pertaining to Traffic Impact Studies (Proposal No. 2017Z-014TX-001). The bill was approved by the Planning Commission. Mr. Hagar requested a hearing from the public on this bill which had been previously advertised. An ordinance approving the plans for a Construction and Demolition solid waste processing facility to be located at 511 Cave Road, Nashville, Tennessee 37210. The bill was approved by the Public Works Committee with an amendment. Mr. Syracuse offered Amendment No. 1 and moved for its adoption, which motion was seconded and adopted by a voice vote of the Council. Mr. Syracuse requested a hearing from the public on this bill which had been previously advertised. The President asked if anyone desired to be heard for or against the bill and no one came forward to be heard. The President declared the public hearing closed. Mr. Syracuse moved to pass the bill on second reading as amended, which motion was seconded and approved by a voice vote of the Council.

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from R8 to IWD zoning on property located at 2923 Brick Church Pike, approximately 50 feet southeast of the terminus of Brick Church Park Drive (0.47 acres), all of which is described herein (Proposal No. 2017Z-031PR-001).
