The Metropolitan Council met in regular session on this date at 6:30 p.m. in the Metropolitan Courthouse.
The invocation was offered by Councilman Phil Claiborne.
The Metropolitan Council gave the pledge of allegiance to the American Flag.

The Minutes of the regular meeting of March 3, 2015, were approved.
- ELECTIONS AND CONFIRMATIONS –
Cheatham County Rail Authority
The President announced that an election would be conducted to fill a two-year term expiring March 17, 2017, on the Cheatham County Rail Authority and that the name of Mr. Ed Cole had been submitted in nomination for the position. Mr. Harmon reported that the Committee had considered and found Mr. Cole to be qualified.
Nashville and Eastern Rail Authority
The President announced that an election would be conducted to fill a two-year term expiring March 17, 2017, on the Nashville and Eastern Rail Authority and that the name of Mr. Phil Claiborne had been submitted in nomination for the position. Mr. Harmon reported that the Committee had considered and found Mr. Claiborne to be qualified.
Mr. Harmon moved for the election of Mr. Cole and Mr. Claiborne by acclamation, which motion was seconded and unanimously adopted.
Metropolitan Action Commission
Appointment of Ms. Barbara Knott for a term expiring February 2, 2017. Ms. Knott will fill the unexpired term of Mr. Robert Stockard. The Rules-Confirmations-Public Elections Committee recommended the appointment and Mr. Harmon moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
CATV Special Committee
Reappointment of Ms. Colleen Curtis for a term expiring March 1, 2018. The Rules-Confirmations-Public Elections Committee recommended the reappointment and Mr. Harmon moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Appointment of Ms. Robbie Melton for a term expiring March 1, 2018. The Rules-Confirmations-Public Elections Committee recommended the appointment and Mr. Harmon moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Reappointment of Ms. Jackie Shrago for a term expiring March 1, 2018. The Rules-Confirmations-Public Elections Committee recommended the reappointment and Mr. Harmon moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Board of Zoning Appeals

- RESOLUTION ON PUBLIC HEARING -
A resolution exempting Margot Café and Bar located at 1017 Woodland Street from the minimum distance requirements for obtaining a beer permit pursuant to Section 7.08.090.E. of the Metropolitan Code. The resolution was approved by the Public Safety-Beer and Regulated Beverages Committee. Mr. Westerholm requested a hearing from the public on this resolution which had been previously advertised. The President asked if anyone desired to be heard for or against the resolution and no one came forward to be heard. - CONSENT AGENDA RESOLUTIONS -
A resolution authorizing the Metropolitan Department of Law to compromise and settle the claims Pamela DeSoto has brought against the Metropolitan Government of Nashville and Davidson County and Metropolitan Government employees Tommy Lynch, Chris Taylor, Bryan Irvin, Kevin Hooper, Danny Duke, Jerry Moore, Johnny Perry, Tom Harbison, Foster Hite, in the amount of $295,000, of which $30,000 is for back pay to be paid out of the Parks operating budget. The remaining $265,000 is to be paid out of the Judgment and Losses Fund. The resolution was approved by the Budget and Finance Committee.
A resolution appropriating to certain accounts for the benefit of the Metropolitan Nashville Police Department, State Trial Court, Public Works, Office of Emergency Management, Administrative Department, Department of Codes and Building Safety, District Attorney, and the Department of General Services One Million Nine Hundred Ninety Six Thousand and Six Hundred Dollars ($1,996,600). The resolution was approved by the Budget and Finance Committee.
A resolution approving Amendment Seven to a grant from the State of Tennessee, Tennessee Emergency Management Agency, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Department of Finance, to provide public assistance pursuant to Presidential Disaster Declaration number FEMA-1909-DR-TN to complete repairs and/or replacement to facilities damaged during April and May 2010. The resolution was approved by the Budget and Finance Committee.
A resolution approving an intergovernmental agreement by and between The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Nashville Police Department (hereinafter “MNPD”) and the U.S. Army Corps of Engineers for extra-duty police services. The resolution was approved by the Budget and Finance and Public Safety-Beer and Regulated Beverages Committees.
A resolution accepting a grant from the State of Tennessee, Department of Health, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health, to eliminate pregnancy smoking, reduce secondhand exposure to infants and young children, and promote tobacco abstinence among young school children. The resolution was approved by the Budget and Finance and Health, Hospitals and Social Services Committees.
A resolution approving an intergovernmental agreement by and between the State of Tennessee, Department of Health, and The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health, to provide Child Fatality Review Services in the Sudden Death of the Young (SDY) in children under age 19 investigated by the Medical Examiner’s Office. The resolution was approved by the Budget and Finance and Health, Hospitals and Social Services Committees.
A resolution approving Amendment One to a contract with Vanderbilt University and The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health, to participate as a member site in the Centers for Disease Control Tuberculosis Epidemiologic consortium studies. The resolution was approved by the Budget and Finance and Health, Hospitals and Social Services Committees.
A resolution approving an application for a Two Rivers Mansion Master Plan Grant from the Tennessee Historical Commission to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Historical Commission in conjunction with the Metropolitan Parks and Recreation Department and the Friends of Two Rivers Mansion, to hire a consultant to complete a Master Plan for Two Rivers Mansion and grounds. The resolution was approved by the Budget and Finance, Parks, Library and Recreation and Planning, Zoning and Historical Committees.
A resolution approving an application for a Kellytown Master Plan Grant from the Tennessee Historical Commission to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Historical Commission in conjunction with the Metropolitan Parks and Recreation Department, the Friends of Kellytown, and Congregation Micah, to hire a consultant to complete a Master Plan for the Kellytown Native American Archaeological Site. The resolution was approved by the Budget and Finance, Parks, Library and Recreation and Planning, Zoning and Historical Committees.
A resolution authorizing the Metropolitan Department of Law to compromise and settle the claims Clarisse Sweat (also known as “Karissa” Sweat) has brought against Joe Shelton, a Metropolitan Government Police Officer, and the Metropolitan Government, in the amount of $50,000.00 to be paid out of the Judgment and Losses Fund. The resolution was approved by the Budget and Finance Committee.
A resolution approving the election of certain Notaries Public for Davidson County. The resolution was approved by the Rules-Confirmations-Public Elections Committee.
A resolution requesting the Davidson County Delegation to the Tennessee General Assembly to introduce and support the necessary legislation to allow the Metropolitan Government to use solid waste generation fees to pay for material recovery and processing. The resolution was approved by the Public Works Committee.

An ordinance amending Chapter 5.12 of the Metropolitan Code to dedicate a portion of the transient occupancy privilege taxes generated by short term rental properties to the Barnes Fund for Affordable Housing. Upon motion duly seconded, the bill passed first reading and was referred to the Budget and Finance and Personnel-Public Information-Human Resources-Housing Committees by a voice vote of the Council.
An ordinance to amend Title 15, Section 15.16.390 of the Metropolitan Code by amending the meter size furnished by the Department of Water and Sewarge Services for residential domestic connections of consumers and customers from five-eighths of an inch to one inch or less. Upon motion duly seconded, the bill passed first reading and was referred to the Public Works Committee by a voice vote of the Council.
An ordinance declaring surplus and approving the disposition of a certain parcel of real property labeled Exhibit A and described below (Proposal No. 2015M-006PR-001). The bill was approved by the Planning Commission. An ordinance authorizing The Metropolitan Government of Nashville and Davidson County to abandon easement rights that were previously retained by Council Bill No. 077-786 within a portion of the former right of way of 50th Avenue for property located at 610 Merritt Avenue (Proposal No. 2015M-005ES-001). The bill was approved by the Planning Commission. An ordinance authorizing The Metropolitan Government of Nashville and Davidson County to abandon 125 linear feet of existing 48 inch combination sewer main and easement, and to accept approximately 215 linear feet of 48 inch combination sewer main and easement for properties located at 210 and 310 First Avenue South, (MWS Project No. 14-SWC-0018 and Proposal No. 2015M-006ES-001. Ms. Dowell offered a substitute ordinance and moved that it be accepted for filing and which motion was seconded and adopted by a voice vote of the Council.
