Metropolitan Council Meeting

The Metropolitan Council met in regular session on this date at 6:30 p.m. in the Metropolitan Courthouse.

The invocation was offered by Pastor John Faison of Watson Grove Missionary Baptist Church.

The Metropolitan Council gave the pledge of allegiance to the American Flag.

- ELECTIONS AND CONFIRMATIONS -

Health and Educational Facilities Board
The President announced that two terms will expire on September 30, 2016. Nominations will be taken at the next regular meeting of the Council with an election held to fill the terms on October 4, 2016, pursuant to Rule No. 43 of the Rules of Procedure of the Metropolitan Council.

President Pro Tempore
Election of Council President Pro Tempore for a one-year term ending August 31, 2017. Mr. Pulley nominated Mr. Pridemore, which motion was seconded. Mr. Kindall nominated Ms. Karen Johnson, which motion was seconded. There being no further nominations, the President declared the nominations closed. Employee Benefit Board
Reappointment of Dr. Stephanie Coursey Bailey for a term expiring June 30, 2019. Mr. Shulman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Hospital Authority
Appointment of Mr. Harry Allen for a term expiring September 6, 2021. Mr. Shulman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Reappointment of Dr. Jan Brandes for a term expiring June 28, 2021. Mr. Shulman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Appointment of Ms. Sara Finley for a term expiring September 6, 2019. Mr. Shulman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Appointment of Mr. Richard Manson for a term expiring September 6, 2018. Mr. Shulman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Appointment of Pastor Frank Stevenson for a term expiring September 6, 2020. Mr. Shulman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Appointment of Mr. Joel Sullivan for a term expiring July 11, 2018. Mr. Sullivan will fill the unexpired term of Ms. Mary Bufwack. Mr. Shulman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Property Standards and Appeals Board
Reappointment of Mr. J. R. Herrell for a term expiring July 29, 2020. Mr. Shulman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Solid Waste Regional Board
Appointment of Mr. Kenneth McMichael, Sr. for a term expiring December 15, 2016. Mr. McMichael will fill the unexpired term of Mr. Michael Pearigen.

Tourism and Convention Commission
Appointment of Ms. Sherry Franklin for a term expiring June 30, 2019. Mr. Shulman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Appointment of Ms. Leesa LeClaire for a term expiring June 30, 2018. Ms. LeClaire will fill the unexpired term of Mr. Bill Farrell, Jr. Mr. Shulman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

- RESOLUTION ON PUBLIC HEARING -

RESOLUTION NO. RS2016-349

A resolution exempting Aldi, LP located at 405 American Road from the minimum distance requirements for obtaining a beer permit pursuant to Section 7.08.090.E. of the Metropolitan Code. Ms. Roberts requested a hearing from the public on this resolution which had been previously advertised. The President asked if anyone desired to be heard for or against the resolution and no one came forward to be heard. The President declared the public hearing closed. The resolution was approved by the Public Safety, Beer, and Regulated Beverages Committee. BILL NO. BL2016-265

An ordinance amending Section 17.40.120 of Title 17 of the Metropolitan Code, Zoning Regulations, pertaining to the determination of inactivity of a planned unit development, all of which is more particularly described herein. (Proposal No. 2016Z-011TX-001). Ms. Mina Johnson moved to defer the bill to the November public hearing, which motion was seconded and adopted by a voice vote of the Council.

BILL NO. BL2016-340

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from RS5 to RM20-A zoning for properties located at 2716, 2718, and 2720 Delaware Avenue, at the northeast corner of Delaware Avenue and 28th Avenue North (0.56 acres), all of which is described herein (Proposal No. 2016Z-059PR-001). The bill was approved by the Planning Commission. Mr. Kindall requested a hearing from the public on this bill which had been previously advertised. BILL NO. BL2016-341

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from AR2a and RS15 to SP zoning for properties located at Mt. Pisgah Road (unnumbered) and 6000 and 6021 Mt. Pisgah Road, approximately 750 feet west of Christiansted Lane (12.12 acres), to permit 31 single family lots, all of which is described herein (Proposal No. 2016SP-011-001). The bill was approved by the Planning Commission with conditions, disapproved without. Mr. Swope requested a hearing from the public on this bill which had been previously advertised. BILL NO. BL2016-351

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by amending a portion of a Planned Unit Development Overlay for property located at 220 Gifford Place, approximately 400 feet northeast of Whites Creek Pike (1.30 acres), zoned CS, to permit a Boarding House, all of which is described herein (Proposal No. 61-77P-002). The bill was approved by Planning Commission with conditions, disapproved without. Ms. Hurt requested a hearing from the public on this bill which had been previously advertised. The bill was approved by Planning Commission with conditions, disapproved without. Mr. Sledge requested a hearing from the public on this bill which had been previously advertised. An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by canceling a portion of the Bellevue Commercial Planned Unit Development Overlay District for properties located at 7477, 7483, 7487, 7501, 7505, and 7513 Highway 70 S, approximately 245 feet east of Sawyer Brown Road, zoned ON and RM20 (6.41 acres), all of which is described herein (Proposal No. 94P-025-002).

BILL NO. BL2016-358

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from RM20 to RS40 zoning for properties located at 7477, 7483, 7487, and 7501 Highway 70 S, approximately 245 feet east of Sawyer Brown Road (4.47 acres), all of which is described herein (Proposal No. 2016Z-100PR-001).

Ms. Weiner moved to defer the bills indefinitely, which motion was seconded and approved by a voice vote of the Council.

BILL NO. BL2016-359

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from CS to MUG-A zoning for property located at 8 Ligon Avenue, approximately 385 feet east of Whites Creek Pike and located within the Skyline Redevelopment District (0.16 acres), all of which is described herein (Proposal No. 2016Z-067PR-001). BILL NO. BL2016-363

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by amending a portion of a Planned Unit Development Overlay for properties located at Oaklynn Drive (unnumbered), and 100 and 100 B Star Boulevard (63.09 acres), zoned RS20 and RM9, to add property into the overlay and permit 151 additional multi-family residential units for a maximum of 563 multi family units within the overlay, all of which is described herein (Proposal No. 67-85P-001). The bill was approved by Planning Commission with conditions, disapproved without.

BILL NO. BL2016-364

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from RS20 to RM9 zoning for property located at Oaklynn Drive (unnumbered), 270 feet north of Hamblen Drive (9.5 acres), all of which is described herein (Proposal No. 2016Z-056PR-001). The bill was approved by Planning Commission.
