Public Library Board
Appointment of Ms. Gini Pupo-Walker for a term expiring April 6, 2021. Ms. Pupo-Walker will fill the unexpired term of Ms. Francie Hunt. CONSENT AGENDA RESOLUTIONS
A resolution approving an application for the 2017 Homeland Security Grant from the State of Tennessee, Tennessee Emergency Management Agency, to The Metropolitan Government of Nashville and Davidson County. The resolution was approved by the Budget and Finance and Public Safety, Beer, and Regulated Beverages Committees.
A resolution authorizing the Metropolitan Department of Law to compromise and settle the personal injury claim of John Greene against the Metropolitan Government of Nashville and Davidson County in the amount of $60,000.00, and that said amount be paid out of the Self-Insured Liability Fund. The resolution was approved by the Budget and Finance Committee.
A resolution authorizing the Metropolitan Department of Law to compromise and settle the personal injury claim of Rodney Washington against the Metropolitan Government of Nashville and Davidson County in the amount of $25,500.00, and that said amount be paid out of the Self-Insured Liability Fund. The resolution was approved by the Budget and Finance Committee.
A resolution accepting an Organics Management Grant from the Tennessee Department of Environment and Conservation, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Nashville Public Works Department, to encourage the reuse, composting, and beneficial use of organics, as well as implement source reduction efforts, to decrease the disposal of these materials. The resolution was approved by the Budget and Finance and Public Works Committees.
A resolution approving Amendment Two to a contract by and between The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health, and Vanderbilt University, acting by and through the School of Medicine, to participate as a member site in the CDC Tuberculosis Trials Consortium studies. The resolution was approved by the Budget and Finance and Health, Hospitals, and Social Services Committees.
A resolution authorizing L.A.A. Inc, dba Sobro Wine and Spirits, to construct and install an aerial encroachment at 209 3rd Avenue South (Proposal No.2017M-050EN-001). The resolution was approved by the Planning Commission, Planning, Zoning, and Historical, and Public Works Committees.
A resolution authorizing Whiskey Row Nashville, LLC to construct and install an aerial encroachment at 400 Broadway (Proposal No.2017M-051EN-001). The resolution was approved by the Planning Commission, Planning, Zoning, and Historical, and Public Works Committees.
A resolution authorizing RR Hospitality Nashville, LLC to construct and install an aerial encroachment at 208 Broadway (Proposal No.2017M-043EN-001). The resolution was approved by the Planning Commission, Planning, Zoning, and Historical, and Public Works Committees.

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from R6 to SP zoning for property located at 2021 12th Avenue North, at the southwest corner of Cass Street and 12th Avenue North, (0.33 acres), to permit up to two, two-family residential units, all of which is described herein (Proposal No. 2016SP-060-001). The bill was approved by the Planning Commission with conditions, disapproved without. An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by applying an Urban Design Overlay District on various properties located along Payne Road, south of Reeves Road, zoned AR2a, R8, and RS7.5, (27.69 acres), all of which is described herein (Proposal No. 2017UD-006-001). Upon motion duly seconded, the bill passed first reading and was referred to the Planning Commission and Planning, Zoning, and Historical Committee by a voice vote of the Council.
An ordinance amending 17.08.030 and 17.16.070 of the Metropolitan Code of Laws to establish regulations regarding hotels. (Proposal No. 2017Z-028TX-001). Upon motion duly seconded, the bill passed first reading and was referred to the Planning Commission and Planning, Zoning, and Historical Committee by a voice vote of the Council.

An ordinance to amend the Geographic Information Systems Street and Alley Centerline Layer for the Metropolitan Government of Nashville and Davidson County, by changing the name of a portion of Cheron Road to “Creative Way” (Proposal Number 2017M-012SR-001). The bill was approved by the Planning Commission and the ECD Board. Ms. VanReece moved to pass the bill on first reading and refer the bill to the Planning, Zoning, and Historical, Public Works and Traffic, Parking and Transportation Committees, which motion was seconded and adopted by a by a voice vote of the Council.
An ordinance to amend the Geographic Information Systems Street and Alley Centerline Layer for the Metropolitan Government of Nashville and Davidson County, by naming Frontage Road “Inspiration Boulevard” (Proposal Number 2017M-011SR-001). The bill was approved by the Planning Commission and the ECD Board. BILLS ON SECOND READING
SUBSTITUTE BILL NO. BL2017-688
An ordinance amending section 16.04.200 of the Metropolitan Code of Laws to permit the construction and use of electric fences pursuant to certain standards. The bill was approved by the Planning, Zoning, and Historical Committee; the Codes, Fair, and Farmers Market Committee approved the bill with an amendment. Mr. Swope offered Amendment No. 1 and moved for its adoption, which motion was seconded and adopted by a voice vote of the Council. Mr. Swope moved to pass the bill on second reading as amended, which motion was seconded and approved by a voice vote of the Council.
An ordinance amending Chapter 2.144 of the Metropolitan Code of Laws to require the Metropolitan Social Services Commission to open a Metro-operated facility at night to people in Nashville when temperatures in Nashville reach 32 degrees Fahrenheit (32° F) or below. The Budget and Finance and Health, Hospitals, and Social Services Committees recommended indefinite deferment at the request of the sponsor. Mr. Shulman moved to defer the bill indefinitely, which motion was seconded and approved by a voice vote of the Council. Pursuant to Rule No. 23, the bill is deferred indefinitely.
An ordinance addressing the employment of former employees of the Nashville Career Advancement Center by contractors of the Metropolitan Government in circumstances where such employees’ services were terminated due to layoff. The bill was approved by the Personnel, Public Information, Human Relations, and Housing Committee. Mr. Withers moved to pass the bill on second reading, which motion was seconded and approved by a voice vote of the Council with Mr. Bedne abstaining.
