Please find attached the State of Tennessee reporting form, State Form No. CT-0253, required to be submitted to the local legislative body following the sale of bonds previously authorized by the Metropolitan Council. These reports are for the sale of $106,975,000 Electric System Revenue Bonds, 2017 Series A and $76,485,000 Electric System Revenue Refunding Bonds, 2017 Series B, which closed on June 14, 2017.
As always, we appreciate the Metropolitan Council’s support in these important financing initiatives.

Pursuant to regulations of the Tennessee Comptroller’s Office, the attached Reports on Debt Obligation must be submitted to the Metropolitan Council and presented at a meeting of that body before filed with the Comptroller.
As previously approved by the Metropolitan Council, we began a new General Obligation Commercial Paper Program on July 6, 2017. The program consists of two new series of traditional notes and one revised series of extendable notes as described in the reports:

An ordinance amending section 2.176.080 of the Metropolitan Code of Laws revising the rate of levy of the special assessment for the Gulch Central Business Improvement District for Metropolitan Nashville and Davidson County, Tennessee. The bill was approved by the Budget and Finance Committee. Mr. O’Connell requested a hearing from the public on this bill which had been previously advertised. The President asked if anyone desired to be heard for or against the bill and citizens were heard in favor of and in opposition to passage of the bill. - CONSENT AGENDA RESOLUTIONS -
A resolution accepting a grant from the State of Tennessee, Tennessee Arts Commission, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Arts Commission, for general operating support to cover program and direct expenses related to art programs, research, and community engagement. The resolution was approved by the Budget and Finance Committee.
A resolution accepting a grant from Oasis Center, Inc. to The Metropolitan Government of Nashville and Davidson County, acting by and through the Davidson County Juvenile Court, for the implementation of the Wyman’s Teen Outreach Program (TOP) as part of probation services to decrease risky behaviors and increase life skills among youth. The resolution was approved by the Budget and Finance Committee.
A resolution authorizing the Director of Public Property, or his designee, to exercise an option agreement for the purchase of a flood-prone property, for Metro Water Services (MWS Project No. 17WS0001 and Proposal No. 2017M-022PR-002). The resolution was approved by the Planning Commission, Budget and Finance, Planning, Zoning, and Historical, and Public Works Committees.
A resolution authorizing the Metropolitan Department of Law to compromise and settle the personal injury claim of Danielle Coggins against the Metropolitan Government of Nashville and Davidson County in the amount of $11,000.00, and that said amount be paid out of the Self-Insured Liability Fund. The resolution was approved by the Budget and Finance Committee.
A resolution to appropriate grant funds from the Tennessee Housing Development Agency to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Action Commission, for Low Income Home Energy Assistance Program (LIHEAP) services targeted toward the elderly, disabled, veterans, and households with children under the age of six years. The resolution was approved by the Budget and Finance and Health, Hospitals, and Social Services Committees.
A resolution accepting a grant from the State of Tennessee, Department of Health, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health, to support the delivery of public health services. The resolution was approved by the Budget and Finance and Health, Hospitals, and Social Services Committees.
A resolution approving a grant from Adrian Budnick, in conjunction with community members, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health, to provide emergency medical care for animals at Metro Animal Control. The resolution was approved by the Budget and Finance and Health, Hospitals, and Social Services Committees.
A resolution approving an agreement between the Public Health Accreditation Board and The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health, in order to apply to become an accredited public health department. The resolution was approved by the Budget and Finance and Health, Hospitals, and Social Services Committees.
A resolution accepting a grant from the Lockeland Springs Neighborhood Association to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Parks and Recreation Department, to purchase an arcade style air hockey table for the Shelby Community Center. The resolution was approved by the Budget and Finance and Parks, Library, and Recreation Committees.
A resolution accepting a grant from the State of Tennessee, Department of Labor and Workforce Development, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Nashville Career Advancement Center, to establish programs and services to be used for the Youth Program (LW09P171YOUTH18). The resolution was approved by the Budget and Finance and Personnel, Public Information, Human Relations, and Housing Committees.
A resolution accepting a grant from the Community Foundation of Middle Tennessee, Inc., to The Metropolitan Government of Nashville and Davidson County, acting by and through the Nashville Career Advancement Center, for the Opportunity Now Fund, which will provide funding for young people working through the Opportunity Now program. The resolution was approved by the Budget and Finance and Personnel, Public Information, Human Relations, and Housing Committees.
A resolution accepting a Nashville Bike Grant from the State of Tennessee, Department of Safety and Homeland Security, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Nashville Police Department, to conduct vehicle and bicycle stops to educate the public and gain compliance with state and local ordinances. The resolution was approved by the Budget and Finance and Public Safety, Beer, and Regulated Beverages Committees.
A resolution approving an application for an organics management grant from the State of Tennessee, Department of Environment and Conservation to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Nashville Public Works Department to offer educational programs on food waste reduction as well as at home composting. The resolution was approved by the Budget and Finance and Public Works Committees.
A resolution authorizing SP+ Parking, applicant, and Metropolitan Development and Housing Authority (“M.D.H.A”), owner, to construct and install an aerial encroachment at 147 5th Avenue North for (Proposal No.2017M-021EN-001). The resolution was approved by the Planning Commission, Planning, Zoning, and Historical, and Public Works Committees.

The resolution was approved by the Budget and Finance Committee. Mr. Cooper moved to adopt the resolution, which motion was seconded. A resolution approving a housing incentive grant agreement between the Metropolitan Government of Nashville and Davidson County and Miken Development, LLC for the conversion of workforce housing units located at 1211 51st Avenue North. The Ad Hoc Affordable Housing and Budget and Finance Committees recommend withdrawal. Mr. Bedne moved to withdraw, which motion was seconded and adopted by a voice vote of the Council.
A resolution approving a housing incentive grant agreement between the Metropolitan Government of Nashville and Davidson County and Hill Center Sylvan Heights, LLC for the conversion of workforce housing units located at 601 and 610 Sylvan Heights Way. The Ad Hoc Affordable Housing and Budget and Finance Committees recommend withdrawal. Ms. Murphy moved to withdraw, which motion was seconded and adopted by a voice vote of the Council.
A resolution approving Amendment One to a grant from the State of Tennessee, Department of Finance and Administration, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Office of Family Safety, for a Family Justice Center Advocate/Navigator position to assist clients as they enter the Family Justice Center and to help with data collection.
The Budget and Finance and Public Safety, Beer, and Regulated Beverages Committees recommend withdrawal. Mr. Cooper moved to withdraw, which motion was seconded and adopted by a voice vote of the Council.
Without objection, the rules were suspended for consideration of one (1) late resolution.
A resolution authorizing the Metropolitan Mayor to submit the 2017-2018 Annual Update to the 2013-2018 Consolidated Plan for Housing and Community Development to the U.S. Department of Housing and Urban Development. Mr. Cooper moved to defer the resolution, which motion was seconded and approved by a voice vote of the Council.
- BILLS ON INTRODUCTION AND FIRST READING -
An ordinance amending Chapter 6.54 of the Metropolitan Code of Laws to rename the Sexually Oriented Business Licensing Board as the Adult Entertainment or Sexually Oriented Business Licensing Board. Upon motion duly seconded, the bill passed first reading and was referred to the Codes, Fair, and Farmers Market Committee by a voice vote of the Council.
An ordinance amending Section 10.20.110.C of the Metropolitan Code of Laws to require the Department of Public Works to replace, at no cost to the homeowner, government-supplied waste containers that are stolen, lost, or damaged beyond repair. Upon motion duly seconded, the bill passed first reading and was referred to the Budget and Finance and Public Works Committees by a voice vote of the Council.
An ordinance authorizing the acquisition of certain right-of-way easements, drainage easements, temporary construction easements, and property rights by negotiation or condemnation for use in public projects of the Metropolitan Government, initially for purposes of Public Works Department Project Number 2016-R-003, Antioch Pike/Richards Road Sidewalk Improvements (Proposal No. 2017M-022ES-001). The bill was approved by the Planning Commission. Upon motion duly seconded, the bill passed first reading and was referred to the Budget and Finance, Planning, Zoning, and Historical, and Public Works Committees by a voice vote of the Council.
An ordinance authorizing The Metropolitan Government of Nashville and Davidson County to negotiate and accept permanent and temporary easements for the Mount Vernon Drive Stormwater Improvement Project for four properties located at 3939 and 0 Old Hickory Boulevard, and 116 and 117 Mt. Vernon Drive, (Project No. 17-SWC-113 and Proposal No. 2017M-046ES-001). The bill was approved by the Planning Commission. Upon motion duly seconded, the bill passed first reading and was referred to the Planning, Zoning, and Historical, and Public Works Committees by a voice vote of the Council.
An ordinance authorizing Metropolitan Development and Housing Authority (“M.D.H.A.”) to install, construct and maintain aerial and underground encroachments in the right-of-way located at 800 Sylvan Street (Proposal No. 2017M-026EN-001). The bill was approved by the Planning Commission. Upon motion duly seconded, the bill passed first reading and was referred to the Planning, Zoning, and Historical, and Public Works Committees by a voice vote of the Council.
Without objection, the rules were suspended for consideration of one (1) late ordinance.
An ordinance adopting the 2017 Joint Assessment of Fair Housing for the Metropolitan Government of Nashville and Davidson County and the Metropolitan Development and Housing Agency and authorizing the Metropolitan Mayor to submit the 2017 Joint Assessment of Fair Housing to the U.S. Department of Housing and Urban Development and to execute a Memorandum of Understanding with the Metropolitan Development and Housing Agency formalizing each agency’s respective responsibilities related to the 2017 Joint Assessment of Fair Housing. Mr. Cooper moved to pass the bill on first reading and refer the bill to the Budget and Finance Committee, which motion was seconded and approved by a voice vote of the Council.

An ordinance authorizing LC Germantown LLC to install, construct and maintain underground and aerial encroachments in the right-of-way located at 1226 2nd Avenue North (Proposal No. 2017M-019EN-001). The bill was approved by the Planning Commission, Planning, Zoning, and Historical, and Public Works Committees. Mr. O’Connell moved to pass the bill on second reading, which motion was seconded and approved by a voice vote of the Council.
An ordinance amending section 11.28.210 of the Metropolitan Code of Laws to modify juvenile curfew hours. The Public Safety, Beer, and Regulated Beverages Committee recommend deferment at the request of the sponsor. Mr. Hastings moved to defer the bill to the second meeting in August and re-refer the bill to the Public Safety, Beer, and Regulated Beverages, which motion was seconded and approved by a voice vote of the Council.
An ordinance to amend Chapter 13.20 of the Metropolitan Code to require approval by the Director of the Mayor’s Office of Neighborhoods and Community Engagement and the Director of Transportation and Sustainability for obstructions or excavations which close or occupy any portion of the public right of way for a period in excess of six (6) months. The Budget and Finance and Public Works Committees recommended deferral at the request of the sponsor. Mr. Elrod moved to defer the bill to the second meeting in September, which motion was seconded and approved by a voice vote of the Council.
An ordinance to amend Chapter 13.20 of the Metropolitan Code to revise the penalties for improper right of way closures and to require the Department of Public Works to establish a way for the public to submit evidence of improper right of way closures. The Budget and Finance and Public Works Committees recommended deferral at the request of the sponsor. Mr. Elrod moved to defer the bill to the second meeting in September, which motion was seconded and approved by a voice vote of the Council.
An ordinance authorizing The Metropolitan Government of Nashville and Davidson County to abandon existing water line and to accept new water line and a fire hydrant for property located at 0 Ward Avenue, (MWS Project No. 16-WL-221 and Proposal No. 2017M-047ES-001). An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from AR2a to SP zoning for property located at 2040 Hickory Hill Lane, approximately 105 feet northwest of Bonna Creek Drive (285.03 acres), to permit up to 500 single-family lots, all of which is described herein (Proposal No. 2016SP-046-001).
