The Metropolitan Council met in regular session on this date at 6:30 p.m. in the Metropolitan Courthouse.
The invocation was offered by Reverend James Green of Mount Lebanon Missionary Baptist Church.
The Metropolitan Council gave the pledge of allegiance to the American Flag.
President Pro Tempore Matthews presided in the absence of Vice Mayor Neighbors.

Community Corrections Advisory Board
Appointment of Mr. Michael Jones for a term expiring August 31, 2015. Without objection, at the request of the nominee, the confirmation was deferred to the second meeting in November.
Appointment of Mr. Kevin McGee for a term expiring August 31, 2016. The Rules-Confirmations-Public Elections Committee recommended the appointment and Mr. Harmon moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Gas/Mechanical Examiners Appeals Board
Appointment of Mr. Mark T. Bandy for a term expiring August 21, 2018. The Rules-Confirmations-Public Elections Committee recommended the appointment and Mr. Harmon moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Health and Educational Facilities Board
The President Pro Tem called for nominations to fill two (2) vacancies on the Health and Educational Facilities Board of The Metropolitan Government of Nashville and Davidson County. Mr. Todd nominated Mr. Richard L. Brown; Mr. Holleman nominated Mr. Robert Perry. There being no further nominations, the President Pro Tem declared nominations closed. The nominees were referred to the Rules-Confirmations-Public Elections Committee for a recommendation, and an election will be conducted at the next regular meeting of the Council.
- CONSENT AGENDA RESOLUTIONS -
A resolution approving the execution and delivery of an Amended and Restated Intergovernmental Project Agreement (Downtown Parking Garage Project) by and between The Metropolitan Government of Nashville and Davidson County, Tennessee and the Metropolitan Development and Housing Agency. The resolution was approved by the Budget and Finance Committee.
A resolution appropriating $250,000 through a grant contract with Oasis Center to provide support for the Mayor’s Scholars Academy. The resolution was approved by the Budget and Finance and Education Committees.
A resolution approving a contract by and between The Metropolitan Government of Nashville and Davidson County and ImageTrend, Inc., to provide Emergency Medical Services and Fire Department data collection and reporting software. The resolution was approved by the Budget and Finance and Public Safety-Beer and Regulated Beverages Committees.
A resolution approving an intergovernmental agreement between the Metropolitan Government of Nashville and Davidson County, by and through the Metropolitan Nashville Police Department, and the City of Cookeville, by and through the Cookeville Police Department, for the distribution of state grant funds to assist with investigations of internet crimes against children. The resolution was approved by the Budget and Finance and Public Safety-Beer and Regulated Beverages Committees.
A resolution approving an intergovernmental agreement between the Metropolitan Government of Nashville and Davidson County, by and through the Metropolitan Nashville Police Department, and Dickson County, by and through the Dickson County Sheriff’s Office, for the distribution of state grant funds to assist with investigations of internet crimes against children. A resolution approving an intergovernmental agreement between The Metropolitan Government of Nashville and Davidson County, by and through the Metropolitan Nashville Police Department, and the Tennessee Association of Chiefs of Police, for the distribution of state grant funds to assist with investigations of internet crimes against children. The resolution was approved by the Budget and Finance and Public Safety-Beer and Regulated Beverages Committees.
A resolution accepting a grant from the State of Tennessee, Department of Labor and Workforce Development, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Nashville Career Advancement Center, to establish programs and deliver services to prepare dislocated workers for re-entry into the labor force and to offer training to those facing serious barriers to productive employment (LW09F133DWRSP13). The resolution was approved by the Budget and Finance and Personnel-Public Information-Human Resources-Housing Committees.
A resolution approving a memorandum of understanding between The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health (METRO), and Vanderbilt University to allow infectious disease residents and clinical fellows to experience training through METRO’s Tuberculosis Elimination Program. The resolution was approved by the Budget and Finance and Health, Hospitals and Social Services Committees.
A resolution approving a contract by and between The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health, and The King’s Daughters Day Home to perform activities related to the Project Diabetes Golden Sneaker Initiative Program. The resolution was approved by the Health, Hospitals and Social Services Committee.
A resolution approving an agreement between Vanderbilt University and The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health for the use of the Research Electronic Data Capture (REDCap) system. The resolution was approved by the Health, Hospitals and Social Services Committee.
A resolution approving a clinical training agreement between The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health, and Belmont University to provide students enrolled in the Pharmacy Program with an opportunity to experience clinical training. The resolution was approved by the Health, Hospitals and Social Services Committee.
A resolution approving an intergovernmental license agreement by and between the State of Tennessee, Department of Transportation, and the Metropolitan Government of Nashville and Davidson County, by and through the Metropolitan Nashville Arts Commission, in relation to the Korean Veterans Boulevard Roundabout (Proposal No. 2014M-003OT-001). The resolution was approved by the Planning Commission, Budget and Finance, Public Works and Planning, Zoning and Historical Committees.
A resolution authorizing the Metropolitan Department of Law to compromise and settle the personal injury claim of Victoria Lockridge against the Metropolitan Government of Nashville and Davidson County in the amount of $12,000.00, and that said amount be paid out of the Self-Insured Liability Fund. The resolution was approved by the Budget and Finance Committee.
A resolution authorizing the Metropolitan Department of Law to compromise and settle the personal injury claims of Richard Parker, Margaret Parker, and James Cordray and the property damage claims of Werner Enterprises against the Metropolitan Government of Nashville and Davidson County in the amount of $265,000.00, and that said amount be paid out of the Self-Insured Liability Fund. The resolution was approved by the Budget and Finance Committee.

- RESOLUTIONS -
A resolution approving Amendments One, Two and Three to a Gang Resistance Education and Training Program (G.R.E.A.T.) grant from the U.S. Department of Justice to the Metropolitan Government of Nashville and Davidson County. The Budget and Finance and Public Safety-Beer and Regulated Beverages Committees recommended withdrawal. Mr. Pridemore moved to withdraw the resolution, which motion was seconded and adopted by a voice vote of the Council.
- BILLS ON INTRODUCTION AND FIRST READING -
An ordinance amending Chapter 10.24 of the Metropolitan Code designating unsolicited non-biodegradable promotional materials as litter, prohibiting the throwing of such materials from a vehicle, and prohibiting the distribution of such materials on private residential property without the permission of the owner or resident. Upon motion duly seconded, the bill passed first reading and was referred to the Codes, Fair and Farmers Market Committee by a voice vote of the Council.
An ordinance authorizing the Director of Public Property, or his designee, to transfer to McRedmond Brothers, Inc., via the attached quitclaim deed, any remaining interest the Metropolitan Government of Nashville and Davidson County may still have in a certain parcel of property located at the corner of Van Buren Street and 1st Avenue North, 0 1st Avenue North, Nashville, TN, map and parcel number 08205014000 (Proposal No. 2014M-024PR-001). Upon motion duly seconded, the bill passed first reading and was referred to the Planning Commission, Budget and Finance, Public Works and Planning, Zoning and Historical Committees by a voice vote of the Council.
An ordinance to amend the Geographic Information Systems Street and Alley Centerline Layer for the Metropolitan Government of Nashville and Davidson County by abandoning a portion of right-of-way for Alley No. 233 (Proposal No. 2014M-007AB-001).
The bill was approved by the Planning Commission and Traffic and Parking Commission. Upon motion duly seconded, the bill passed first reading and was referred to the Public Works. Traffic, Parking and Transportation and Planning, Zoning and Historical Committees by a voice vote of the Council.

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by making applicable the provisions of the Broadway Historic Preservation Overlay District to various properties located along Broadway, 2nd Avenue South, and 3rd Avenue South, at the corner of Broadway and 2nd Avenue South (approximately 1.16 acres), all of which is described herein (Proposal No. 2014HP-001-001). The bill was approved by the Planning Commission and Planning, Zoning and Historical Committee. Ms. Gilmore offered a substitute ordinance and moved that it be accepted for filing and which motion was seconded. After discussion, Mr. Hunt called for the previous question, which motion was seconded and adopted by a voice vote of the Council.
