The Metropolitan Council met in regular session on this date at 6:30 p.m. in the Metropolitan Courthouse.
The invocation was offered by Shane Ingram of Resonate Church.
The Metropolitan Council gave the pledge of allegiance to the American Flag.

ELECTIONS AND CONFIRMATIONS
General Sessions Court Judge
The President called for an election to fill a vacancy in the office of General Session Judge Division III. Nominations previously made were: Ana Escobar, Newton S. Holliday, III and Dominic J. Leonardo. The Rules, Confirmations, and Public Elections Committee previously interviewed the candidates and they were found qualified to serve. Mr. Kindall withdrew Mr. Holliday’s name at the nominee’s request. A vote was taken and the Clerk confirmed the vote as follows: Escobar: Mendes, Swope, VanReece, Syracuse, Freeman, Allen, O’Connell, Weiner, Mina Johnson, Murphy, Pulley, Elrod, Karen Johnson, Bedne, Henderson, Rosenberg (16); Leonardo: Cooper, Gilmore, Hurt, Shulman, Leonardo, Hastings, Haywood, Scott Davis, Withers, Anthony Davis, Pridemore, Pardue, Glover, Huezo, Roberts, Kindall, Blalock, Vercher, Potts, Dowel, Lee (21). Convention Center Authority
Reappointment of Mr. Marty Dickens for a term expiring December 16, 2021. The Rules, Confirmations, and Public Elections Committee recommended the appointment. Ms. Haywood moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Sexually Oriented Business Licensing Board
Appointment of Ms. Megan Geer for a term expiring October 7, 2021. The Rules, Confirmations, and Public Elections Committee recommended the appointment. Ms. Haywood moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Sports Authority
Appointment of Ms. Leslie Fram for a term expiring December 19, 2023. The Rules, Confirmations, and Public Elections Committee recommended the appointment. Ms. Haywood moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Reappointment of Dr. Catana Starks for a term expiring December 19, 2023. The Rules, Confirmations, and Public Elections Committee recommended the appointment. Ms. Haywood moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
RESOLUTION ON PUBLIC HEARING
A resolution exempting Germantown Bar located at 1318 Sixth Avenue North from the minimum distance requirements for obtaining a beer permit pursuant to Section 7.08.090.E of the Metropolitan Code. The Public Safety, Beer, and Regulated Beverages Committee recommended deferral at the request of the sponsor. Mr. O’Connell moved to defer the resolution to the first meeting in February, which motion was seconded and approved by a voice vote of the Council.

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from R40 to SP zoning on property located at Edmondson Pike (unnumbered), at the northwest corner of Edmondson Pike and Cloverland Drive (15.1 acres), to permit an assisted living facility, all of which is described herein (Proposal No. 2017SP-068-001). The bill was approved by the Planning Commission with conditions, disapproved without. Mr. Swope requested a hearing from the public on this bill which had been previously advertised. An ordinance amending Metropolitan Code of Laws Section 17.20.120 to require contributions paid in lieu of the construction of sidewalks to stay within council districts (Proposal No. 2017Z-029TX-001). Mr. Glover moved to defer the bill to the April public hearing, which motion was seconded and approved by a voice vote of the Council.
An ordinance amending Metropolitan Code of Laws Chapter 2.48 to require an annual study to be conducted by the Department of Public Works to determine the cost of sidewalks within Davidson County and further amending Metropolitan Code of Laws Section 17.20.120 to preclude in lieu payments absent such study (Proposal No. 2017Z-030TX-001). Mr. Glover moved to defer the bill to the April public hearing, which motion was seconded and approved by a voice vote of the Council.
