The Metropolitan Council met in regular session on this date at 6:30 p.m. in the Metropolitan Courthouse.
President Pro Tempore Pridemore presided in the absence of President Briley.
The invocation was offered by Father Joe Pat Breen.
The Metropolitan Council gave the pledge of allegiance to the American Flag.

- ELECTIONS AND CONFIRMATIONS -
Farmers Market Board
Reappointment of Mr. Frank Cardenas for a term expiring December 5, 2021. The Rules, Confirmations, and Public Elections Committee recommended the reappointment. Mr. Shulman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Historic Zoning Commission
Appointment of Ms. Kaitlyn Jones for a term expiring June 1, 2017. Ms. Jones will fill the unexpired term of Ms. Rose Cantrell.
The Rules, Confirmations, and Public Elections Committee recommended the appointment. Mr. Shulman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Historical Commission
Appointment of Mr. Barrett Hobbs for a term expiring August 1, 2019. Mr. Hobbs will fill the unexpired term of Mr. Patrick Cummins. The Rules, Confirmations, and Public Elections Committee recommended the appointment. Mr. Shulman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Metropolitan Housing Trust Fund Commission
Appointment of Ms. Gina Emmanuel for a term expiring September 17, 2020. Ms. Emmanuel will fill the unexpired term of Ms. Martha Silva. The Rules, Confirmations, and Public Elections Committee recommended the appointment. Mr. Shulman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Solid Waste Region Board
Appointment of Ms. Jennifer Hackett for a term expiring December 15, 2017. Ms. Hackett will fill the unexpired term of Ms. Leslee Alexander. The Rules, Confirmations, and Public Elections Committee recommended the appointment. Mr. Shulman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

- RESOLUTIONS ON PUBLIC HEARING-
A resolution exempting Answer Restaurant located at 132 46th Avenue North, from the minimum distance requirements for obtaining a beer permit pursuant to Section 7.08.090.E. of the Metropolitan Code. The resolution was approved by the Public Safety, Beer, and Regulated Beverages Committee. Ms. Murphy moved to defer the resolution to the first meeting in February, which motion was seconded and approved by a voice vote of the Council.
A resolution exempting Boombozz Pizza & Taphouse located at 1003 Russell Street, from the minimum distance requirements for obtaining a beer permit pursuant to Section 7.08.090.E. of the Metropolitan Code. Mr. Withers requested a hearing from the public on this resolution which had been previously advertised. An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from RS40 to CL zoning for properties located at 7330, 7340, 7350, 7360 and 7368 Whites Creek Pike, at the northeast corner of Whites Creek Pike and Interstate 24 (8.82 acres), all of which is described herein (Proposal No. 2016Z-064PR-001). The bill was disapproved by Planning Commission. Mr. Leonardo moved to defer the bill indefinitely, which motion was seconded and approved by a voice vote of the Council.
An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from SP to R6-A zoning on properties located at 123, 125, and 127 Cleveland Street and 904, 906, 908, 908B, 910, and 912 North 2nd Street, at the northwest corner of Cleveland Street and North 2nd Street (1.13 acres), all of which is described herein (Proposal No. 2016Z-119PR-001). - CONSENT AGENDA RESOLUTIONS -
A resolution approving an application for a Creativity Connects Grant from the National Endowment for the Arts, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Nashville Arts Commission, to fund a series of temporary public art interventions, artist-led community planning, workshops focused on affordable housing and production spaces, and targeted creative economic neighborhood policies within Madison for cultural and economic redevelopment in the city. The resolution was approved by the Budget and Finance Committee.
A resolution approving an application for a Governor’s Highway Safety Grant from the State of Tennessee, Department of Transportation, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Nashville Police Department, for the continuance of the enhanced DUI enforcement initiative to reduce traffic fatalities attributed to impaired drivers through aggressive enforcement. The resolution was approved by the Budget and Finance and Public Safety, Beer, and Regulated Beverages Committees.
A resolution accepting a donation from Rescue Air to the Metropolitan Government of Nashville and Davidson County for the use and benefit of the Nashville Fire Department. The resolution was approved by the Budget and Finance and Public Safety, Beer, and Regulated Beverages Committees.
A resolution authorizing interim financing for Nashville Metropolitan Transit Authority. The resolution was approved by the Budget and Finance and Traffic, Parking, and Transportation Committees.
A resolution approving an agreement between Susan and Luke Simons, and The Metropolitan Government of Nashville and Davidson County, acting by and through the Nashville Public Library, for the donation of four artworks to be installed and displayed in the Nashville Public Library. The resolution was approved by the Parks, Library, and Recreation Committee.
A resolution approving Amendment One to an AmeriCorps Vista grant from the Corporation for National and Community Service to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Social Services Commission, for AmeriCorps program participants to perform volunteer services to strengthen and supplement efforts to eliminate poverty, social, and environmental problems. The resolution was approved by the Budget and Finance and Health, Hospitals, and Social Services Committees.
A resolution authorizing the Metropolitan Department of Law to compromise and settle the property damage claim of Lindsay Scott against the Metropolitan Government of Nashville and Davidson County in the amount of $29,809.26, and that said amount be paid out of the Self-Insured Liability Fund. The resolution was approved by the Budget and Finance Committee.

A resolution requesting the Metropolitan Development and Housing Agency to update and revise its official Tax Increment Financing development priorities for the Downtown Core -- including the Arts Center, Capitol Mall, Phillips Jackson (South of Jefferson—Ballpark), and Rutledge Hill (North of KVB) redevelopment districts -- to prioritize green space and public space and deprioritize parking space. The Budget and Finance Committee recommended deferment.
