The Metropolitan Council met in regular session on this date at 6:30 p.m. in the Metropolitan Courthouse.
The invocation was offered by Rashed Fakhruddin, President of the Islamic Center of Nashville.
The Metropolitan Council gave the pledge of allegiance to the American Flag.

- ELECTIONS AND CONFIRMATIONS -
Beer Permit Board
Appointment of Ms. Jennifer Carpenter for a term expiring October 31, 2019. The confirmation was withdrawn at the request of the nominee.
- CONSENT AGENDA RESOLUTIONS -
A resolution approving an application for a Major Cultural Institution grant from the Tennessee Arts Commission to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Nashville Arts Commission.
The resolution was approved by the Budget and Finance Committee.
A resolution accepting a grant from the Tennessee Emergency Management Agency to The Metropolitan Government of Nashville and Davidson County, acting by and through the Office of Emergency Management, to recoup eligible costs incurred as a result of the February 2015 severe winter ice storms and flooding that impacted Nashville and Davidson County (FEMA-4211-DR-TN).
The resolution was approved by the Budget and Finance and Public Safety, Beer, and Regulated Beverages Committees.
A resolution approving Amendment One to a grant from the Nashville Public Library Foundation to The Metropolitan Government of Nashville and Davidson County, acting by and through the Nashville Public Library, to fund a part-time Volunteer Services staff position to initiate partnerships with local colleges and universities and to recruit and place college volunteers throughout the library system. The resolution was approved by the Budget and Finance and Parks, Library, and Recreation Committees.
A resolution approving Amendments Two and Three to a grant from the U.S. Department of Health and Human Services to the Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health, to enhance access to a comprehensive continuum of high quality, community-based care for low income individuals and families with HIV disease. The resolution was approved by the Budget and Finance and Health, Hospitals, and Social Services Committees.
A resolution authorizing the Metropolitan Department of Law to compromise and settle the claims of Horace Scott Harris and Terri Lynn Harris, individually and as next of kin of Chandler Harris, against the Metropolitan Government of Nashville and Davidson County in the amount of $300,000.00, and that said amount be paid out of the Self-Insured Liability Fund. The resolution was approved by the Budget and Finance Committee.
A resolution authorizing the Metropolitan Department of Law to compromise and settle the personal injury claim of Rontez T. Parker against the Metropolitan Government of Nashville and Davidson County in the amount of $40,500.00, and that said amount be paid out of the Self-Insured Liability Fund. The resolution was approved by the Budget and Finance Committee.

- RESOLUTIONS -
A resolution approving an intergovernmental agreement by and between The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Nashville Police Department, and Tennessee State University for extra-duty police services. The resolution was approved by the Budget and Finance and Public Safety, Beer, and Regulated Beverages Committees.

A resolution requesting the Metropolitan Board of Fair Commissioners to reinstate and continue to allow gun shows on Fairgrounds property and to otherwise comply with Section 11.602 of the Metropolitan Charter. The Codes, Fair, and Farmers Market Committee recommended deferment. Mr. Glover moved to defer the resolution to the second meeting in January, which motion was seconded and approved by a voice vote of the Council.

An ordinance authorizing The Metropolitan Government of Nashville and Davidson County to abandon an existing water main and to accept new water main and easements for properties located along Bidwell Road (MWS Project No. 14-WC-0124 and Proposal No. 2015M-056ES-001). The bill was approved by the Planning Commission. Upon motion duly seconded, the bill passed first reading and was referred to the Planning, Zoning, and Historical and Public Works Committees by a voice vote of the Council.
An ordinance authorizing The Metropolitan Government of Nashville and Davidson County to abandon existing water main and easements, and to accept new and replacement water mains and easements for properties located along Priest Road, East Ashland Drive, Maplemere Drive, Priest Drive and Otter Valley Lane (MWS Project No. 15-WG-0038 and Proposal No. 2015M-055ES-001). The bill was approved by the Planning Commission. An ordinance to amend the Geographic Information Systems Street and Alley Centerline Layer for the Metropolitan Government of Nashville and Davidson County by renaming American General Way “Health Park Drive” from Old Hickory Boulevard northward to its terminus (Proposal No. 2015M-004SR-001). The bill was approved by the Planning Commission. Upon motion duly seconded, the bill passed first reading and was referred to the Emergency Communications District Board, Planning, Zoning, and Historical, Public Works and Traffic, Parking and Transportation Committees by a voice vote of the Council.
An ordinance to amend Chapter 6.28 of the Metropolitan Code pertaining to Short Term Rental Property. Upon motion duly seconded, the bill passed first reading and was referred to the Codes, Fair, and Farmers Market and Convention, Tourism, and Public Entertainment Facilities Committees by a voice vote of the Council with Mr. Sledge abstaining.
An ordinance amending Section 6.75.410 of the Metropolitan Code of Laws to authorize the Metropolitan Transportation Licensing Commission to adopt regulations related to the operational hours of pedicab and pedal carriages within certain portions of Nashville and Davidson County. Upon motion duly seconded, the bill passed first reading and was referred to the Public Works and Traffic, Parking and Transportation Committees by a voice vote of the Council.
An ordinance amending Section 17.04.060 and 17.08.030 of the Metropolitan Zoning Code by modifying the definition of “Historic home event” to limit events to enclosed areas (Proposal No. 2016Z-002TX-001). Upon motion duly seconded, the bill passed first reading and was referred to the Planning Commission and Planning, Zoning, and Historical Committees by a voice vote of the Council.
An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from IR to MUL-A zoning for property located at 2611 Clifton Avenue, at the southeast corner of Clifton Avenue and 27th Avenue North (0.21 acres), all of which is described herein (Proposal No. 2015Z-084PR-001). The bill was approved by the Planning Commission. Upon motion duly seconded, the bill passed first reading and was referred to the Planning, Zoning, and Historical Committee by a voice vote of the Council.
An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from RS5 to SP zoning for properties located at 3005 Delaware Avenue and 508 31st Avenue North, at the southeast corner of 31st Avenue North and Delaware Avenue (0.69 acres), to permit up to 17 residential units, all of which is described herein (Proposal No. 2015SP-094-001). The bill was approved by the Planning Commission, with conditions, disapproved without. Upon motion duly seconded, the bill passed first reading and was referred to the Planning, Zoning, and Historical Committee by a voice vote of the Council.

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from R8 to SP zoning for property located at 5807 Mackie Place, approximately 465 feet east of Ethel Street (0.27 acres), to permit up to 3 residential units, all of which is described herein (Proposal No. 2015SP-082-001). The bill was approved by the Planning Commission with conditions, disapproved without. The Planning, Zoning, and Historical Committee recommended deferment. Ms. Roberts moved to defer the bill to the second meeting in January, which motion was seconded and approved by a voice vote of the Council.
An ordinance amending section 2.24.250 of the Metropolitan Code concerning the disposition of certain properties acquired through the delinquent tax-sale process. The bill was approved by the Budget and Finance Committee. Mr. Pridemore moved to pass the bill on second reading, which motion was seconded and approved by a voice vote of the Council.
An ordinance amending Title 2 of the Metropolitan Code of Laws authorizing the creation of a Gulch Central Business Improvement District for Metropolitan Nashville and Davidson County, Tennessee, and appointing a corporation to act as an advisory board to the District with the necessary powers and authority to carry out the purposes and intent of the District. The bill approved by the Budget and Finance Committee with an amendment. Mr. O’Connell offered Amendment No. 1 and moved for its adoption, which motion was seconded and adopted by a voice vote of the Council. Mr. O’Connell moved to pass the bill on second reading as amended, which motion was seconded and approved by a voice vote of the Council.
An ordinance amending Title 3 of the Metropolitan Code relative to employee benefits to allow assignment of retirement plans benefits pursuant to a qualified domestic relations order (“QDRO”). The bill was approved by the Budget and Finance and Personnel, Public Information, Human Relations, and Housing Committees. Mr. Pridemore moved to pass the bill on second reading, which motion was seconded and approved by a voice vote of the Council.
An ordinance adopting the Geographic Information Systems Street and Alley Centerline Layer, with the recordation of renaming, additions and deletions of acceptances and abandonments as reflected on the Centerline Layer to date, as the Official Street and Alley Acceptance and Maintenance Record for the Metropolitan Government of Nashville and Davidson County (Proposal Number 2015M-003OT-001). The bill was approved by the Planning Commission, Planning, Zoning, and Historical and Public Works Committees. Mr. Elrod moved to pass the bill on second reading, which motion was seconded and approved by a voice vote of the Council.
An ordinance to amend the Geographic Information Systems Street and Alley Centerline Layer for the Metropolitan Government of Nashville and Davidson County by abandoning a portion of Cumberland Avenue right-of-way and easement (Proposal Number 2015M-018AB-001). The bill was approved by the Planning Commission, Traffic and Parking Commission, Planning, Zoning, and Historical, Public Works and Traffic, Parking and Transportation Committees. Mr. Hagar moved to pass the bill on second reading, which motion was seconded and approved by a voice vote of the Council.
