The Metropolitan Council met in regular session on this date at 6:30 p.m. in the Metropolitan Courthouse.
The invocation was offered by Father Ryan President James McIntyre.
The Metropolitan Council gave the pledge of allegiance to the American Flag.

Dear Mayor Barry,
We were all shocked and deeply saddened to hear the news of your son Max’s death on Sunday. Please accept our most heart-felt condolences for your loss.
The shock of your loss has sparked feelings of sadness, guilt, fear, and anger in us. Many of us have felt not only sadness for your family but also a renewed sadness for those we have lost before. We have struggled with guilt that we could not prevent the loss of such a young man. Fear for our own children has shaken us. And we have felt anger that life should be so cruel.
Yet, as we waited to visit you and Bruce on Monday and as your friends congregated, another sense began to take hold. The people of Nashville arrived to show an unshakeable sense of compassion and love for you and Bruce. This morning, Max’s friends shared that sense of love for him as we celebrated his life. And as we heard the story of Max’s life, your and Bruce’s love for Max moved us all.
May this sense of love and compassion which we have seen in Nashville since Sunday, surround you and Bruce in the coming days. We offer our love and support to you both as you go forth.

A resolution exempting Fort Louise, LLC located at 1304 McGavock Pike from the minimum distance requirements for obtaining a beer permit pursuant to Section 7.08.090.E. of the Metropolitan Code. The resolution was approved by the Public Safety, Beer, and Regulated Beverages Committee. Mr. Anthony Davis requested a hearing from the public on this resolution which had been previously advertised. The President asked if anyone desired to be heard for or against the resolution and no one came forward to be heard. The President declared the public hearing closed. An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from R6 to SP zoning on property located at 1021 Elvira Avenue, approximately 275 feet northwest of Gallatin Pike, (0.49 acres), to permit up to six residential units, all of which is described herein (Proposal No. 2016SP-077-001). The bill was approved by the Planning Commission with conditions, disapproved without. Mr. Scott Davis moved to defer the bill to the September public hearing, which motion was seconded and approved by a voice vote of the Council.
An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from CS and OR20 to RM20-A zoning on properties located at 107 and 109 Queen Avenue, approximately 140 feet east of Dickerson Pike (0.82 acres), all of which is described herein (Proposal No. 2017Z-025PR-001). An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from R8 to IWD zoning on property located at 2923 Brick Church Pike, approximately 50 feet southeast of the terminus of Brick Church Park Drive (0.47 acres), all of which is described herein (Proposal No. 2017Z-031PR-001). The bill was approved by the Planning Commission. Mr. Hastings moved to defer the bill to the September public hearing, which motion was seconded and approved by a voice vote of the Council.

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from R6 to SP zoning on property located at 2407 Brasher Avenue, approximately 140 feet northeast of Strouse Avenue (0.23 acres), to permit an accessory detached recording studio in addition to all uses permitted by the R6 zoning district, all of which is described herein (Proposal No. 2017SP-015-001). The bill was disapproved by the Planning Commission. The motion to approve the bill by the Planning, Zoning, and Historical Committee failed. Mr. Scott Davis moved to defer the bill to the first meeting in September, which motion was seconded and approved by a voice vote of the Council.
An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from R8 to SP zoning on properties located at 6015 and 6017 Obrien Avenue, approximately 220 feet north of Charlotte Pike, (0.8 acres), to permit up to nine residential units, all of which is described herein (Proposal No. 2017SP-007-001). The bill was approved by Planning Commission with conditions, disapproved without. The Planning, Zoning, and Historical Committee recommended deferral at the request of the sponsor. Ms. Roberts moved to defer the bill, which motion was seconded and approved by a voice vote of the Council.
