Metropolitan Council Meeting

The Metropolitan Council met in adjourned session on this date at 7:00 p.m. in Metro City Hall.
The invocation was offered by Councilman Harold White.
The Metropolitan Council gave the pledge of allegiance to the American Flag.
The Minutes of the regular meeting of June 15, 2004, were approved.

SUBSTITUTE BILL NO. BL2004-179
An ordinance amending Section 5.16.060 of the Metropolitan Code by levying a One Dollar ($1.00) litigation tax on all cases in the general sessions and juvenile courts to provide funds for victim-offender mediation centers in the area of Metropolitan Government. The substitute bill was approved by the Budget and Finance Committee. A bill to be entitled: The Budget Ordinance of The Metropolitan Government of Nashville and Davidson County, Tennessee for fiscal year 2005. The Budget and Finance Committee recommended deferment. Ms. Gilmore moved to defer the bill to an adjourned meeting of the Council on Tuesday, June 29, 2004, at 7:00 p.m., which motion was seconded. Ms. Williams moved to defer the bill to an adjourned meeting of the Council on Friday, June 25, 2004, at 5:00 p.m., which motion was seconded. Mr. Greer moved to table the motion of Ms. Williams, which motion was seconded and adopted by a roll call vote of the Council. Mr. Dozier called for the previous question, which motion was seconded and adopted by a voice vote of the Council. The matter recurred on the motion to defer the bill to an adjourned meeting of June 29, 2004, which motion was seconded and adopted by a voice vote of the Council.
An ordinance establishing the tax levy in the General Services District for the fiscal year 2004-2005, and declaring the amount required for the annual operation budget of the Urban Services District, pursuant to Section 6.07 of the Metropolitan Charter. The Budget and Finance Committee recommended deferment. Ms. Gilmore moved to defer the bill to an adjourned meeting of June 29, 2004, which motion was seconded and adopted by a voice vote of the Council.
An ordinance amending Chapter 10.60 of the Metropolitan Code of Laws, Burglar and Fire Alarm Systems, to reduce the number of false alarms granted per fiscal permit year and to increase the fine for noncompliance with the requirements of Chapter 10.60. The bill was approved by the Budget and Finance and Public Safety-Beer and Regulated Beverages Committees. An ordinance amending Chapter 11.26 of the Metropolitan Code of Laws to make it unlawful to sell graffiti implements to persons under the age of eighteen years. The bill was approved by the Public Safety-Beer and Regulated Beverages Committee. Ms. McClendon moved to defer the bill on third reading, which motion was seconded and adopted by a voice vote of the Council.
An ordinance amending section 13.20.030 of the Metropolitan Code of Laws pertaining to obstructions, excavations, right-of-way closures, and meter occupancies. The bill was approved by the Public Works Committee. An ordinance approving increases in traffic school fees and fees for processing and review of zoning applications, all to be effective January 1, 2005. An ordinance authorizing the Mayor’s Office of Children and Youth to accept cash donations to help underwrite the costs of the annual Mayor’s Summit on Children and Youth, and authorizing the appropriation of those funds for that purpose. An ordinance authorizing the Mayor’s Office of Neighborhoods to accept cash and in-kind donations for the Spring Into Health Festival, so appropriating in-kind donations, and appropriating sponsorship money that has been received into the general fund for the purpose of underwriting the costs of the Spring Into Health Festival. An ordinance abandoning and relocating a portion of a 6” water line and 40’ Public Utility Easement upon installation and acceptance of proposed relocation. Metropolitan Government agrees to abandon the existing water line and easement on Map 105-02, Parcel 442, of Project No. 01-WL-103, Cherry St. (S.I.R. Studio Instrument Rental) Abandonment and Relocation (Proposal No. 2004M-018U-10). The bill was approved by the Planning Commission, Public Works and Planning, Zoning and Historical Committees.
