Metropolitan Council Meeting

The Metropolitan Council met in regular session on this date at 7:00 p.m. in the Metropolitan Courthouse.

The invocation was offered by Reverend Carl Reisner.

The Metropolitan Council gave the pledge of allegiance to the American Flag.

- BILLS ON PUBLIC HEARING -

BILL NO. O98-1187

An ordinance approving Amendment No. 5 to the Capitol Mall Redevelopment Plan. The bill was approved by the Planning Commission, Federal Grants Review and Planning, Zoning, Historical and Port Authority Committees. Mr. Sloss requested a hearing from the public on this bill which had been previously advertised. The President asked if anyone desired to be heard for or against the bill, and no one came forward to be heard. The President declared the public hearing closed. Mr. Sloss moved to pass the bill on second reading and re-refer it to the Federal Grants Review Committee, which motion was seconded and adopted by a voice vote of the Council.

BILL NO. O98-1188

An ordinance approving the Arts Center Redevelopment Plan. The bill was approved by the Planning Commission, Federal Grants Review and Planning, Zoning, Historical and Port Authority Committees. Mr. Sloss requested a hearing from the public on this bill which had been previously advertised. The President asked if anyone desired to be heard for or against the bill, and citizens were heard in favor of and in opposition to passage of the bill. The President declared the public hearing closed. Mr Sloss offered Amendment No. 1 and moved for its adoption, which motion was seconded and adopted by a voice vote of the Council. Mr. Sloss moved to pass the bill on second reading as amended and re-refer it to the Federal Grants Review Committee, which motion was seconded and adopted by a voice vote of the Council.

- RESOLUTIONS -

RESOLUTION NO. R98-1086

A resolution proposing an amendment to the Charter of The Metropolitan Government of Nashville and Davidson County by deleting Section 1.07, Subsection A, in its entirety, which subsection currently limits persons serving in elective offices authorized or created by the Metropolitan Charter to two (2) terms. The Charter Revision Committee recommended deferment of the resolution. Ms. Sontany moved to defer action on the resolution, upon the Committee’s recommendation, which motion was seconded and adopted by a voice vote of the Council.

RESOLUTION NO. R98-1104

A resolution requesting the Metropolitan Board of Public Education to revise its plan to settle the desegregation suit to provide for neighborhood schools. The Rules-Confirmations-Public Elections-Aviation Committee recommended deferment of the resolution. Mr. Garrett, on behalf of the sponsor, moved to defer action on the resolution, upon the Committee’s recommendation, which motion was seconded and adopted by a voice vote of the Council.

RESOLUTION NO. R98-1110

A resolution appropriating $6,000 in Community Development Block Grant funds for the purpose of installing banners in the Village of Madison. The bill was approved by the Federal Grants Review Committee. A resolution to appropriate $375,000 from the unappropriated balance of the Solid Waste Fund for the completion of the expansion of the ash landfill and upgrade convenience center at 931 Richard G. A resolution authorizing the issuance of General Services District Capital Outlay Notes in an amount not to exceed $14,256,000 of The Metropolitan Government of Nashville and Davidson County for the purpose of providing funds for various school public improvement projects, as described herein, and to declare the intent of The Metropolitan Government of Nashville and Davidson County to reimburse itself for certain expenditures with the proceeds of the General Services District Capital Outlay Notes. Ms. Beehan offered a substitute resolution and moved that it be accepted for filing and no objection was made.

An ordinance to amend Title 17 of The Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from AR2a District to RS10 District (Proposal No. 98Z-070G), property located at 6522 Holt Road, on the north margin of Holt Road, approximately 2,200 feet east of Redmond Lane (4.26 acres), all of which is more particularly described herein. The bill was approved by the Planning Commission. Upon motion duly seconded, the bill passed first reading and was referred to the Planning, Zoning, Historical and Port Authority Committee by a voice vote of the Council. The Clerk was directed to advertise the bill as required by law.

An ordinance to amend Title 17 of The Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from RS5 District to CS District (Proposal No. 98Z-061U), a portion of property located at 1216 Brick Church Pike, approximately 200 feet north of Fern Avenue (1.18 acres), all of which is more particularly described herein. The bill was approved by the Planning Commission. Upon motion duly seconded, the bill passed first reading and was referred to the Planning, Zoning, Historical and Port Authority Committee by a voice vote of the Council.
