Metropolitan Council Meeting

Tuesday, June 2, 1998


The Metropolitan Council met in regular session on this date at 7:00 p.m. in the Metropolitan Courthouse.

The invocation was offered by Councilmember Charles Fentress.

The Metropolitan Council gave the pledge of allegiance to the American Flag.

The roll was called and the following members were present during the progress of the meeting: Varallo, Armistead, Steine, Ferrell, Waters, Patton, Black, Nollner, Majors, Harrison, Beehan, Campbell, Hart, Dillard, Garrett, Wooden, Ponder, French, Stanley, Dale, Graves, Douglas, Clifton, Sloss, Haddox, McCallister, Holt, Crafton, Johns, Kleinfelter, Arriola, Sontany, Hall, Holloway, Hollis, Alexander, Jenkins, Turner, Fentress, Lineweaver, and President West (41); Absent: (0).

The Minutes of the regular meeting of May 19, 1998 were approved.

Mr. Harrison moved that at the time of adjournment this meeting be adjourned to Tuesday, June 9, 1998, at 7:00 p.m. for consideration of the Capital Improvements Budget on third and final reading and for any other items deemed appropriate by the Vice Mayor for consideration at that time. The motion was seconded and unanimously adopted.

The President announced that an election would be conducted to fill a one-year term on the Nashville and Eastern Railroad Authority and that the name of Mr. Ralcon Wagner had been submitted in nomination for the position. Mr. Harrison, Chairman of the Rules-Confirmations-Public Elections-Aviation Committee, reported that the Committee had considered and found Mr. Wagner to be qualified for the seat. Mr. Harrison moved for the election of Mr. Wagner, which motion was seconded and unanimously adopted.

The communication was received and read. Mr. Harrison, Chairman of the Rules-Confirmations-Public Elections-Aviation Committee, reported that the Committee had considered and recommended the appointment of Mrs. Wilson to the Public Library Board. Mr. Harrison moved to confirm the appointment, which motion was seconded and adopted by a unanimous vote of the Council.

- BILL ON PUBLIC HEARING -

BILL NO. O98-1219

An ordinance adopting the Capital Improvements Budget and Program 1998-1999 through 2003-2004 for The Metropolitan Government of Nashville and Davidson County as the official Capital Improvements Budget and Program of The Metropolitan Government of Nashville and Davidson County. The bill was approved by the Planning Commission, Budget and Finance and Planning, Zoning, Historical and Port Authority Committees. Ms. Beehan requested a hearing from the public on this bill which had been previously advertised. The President asked if anyone desired to be heard for or against the bill, and no one came forward to be heard. The President declared the public hearing closed. Ms. Beehan moved to pass the bill on second reading and to re-refer it to both Committees, which motion was seconded and adopted by a voice vote of the Council.

- RESOLUTIONS -

RESOLUTION NO. R98-1086

A resolution proposing an amendment to the Charter of The Metropolitan Government of Nashville and Davidson County by deleting Section 1.07, Subsection A, in its entirety, which subsection currently limits persons serving in elective offices authorized or created by the Metropolitan Charter to two (2) terms. The Charter Revision Committee recommended indefinite deferment of the resolution. Ms. Sontany moved to defer action indefinitely on the resolution, which motion was seconded and adopted by a voice vote of the Council.

RESOLUTION NO. R98-1104

A resolution requesting the Metropolitan Board of Public Education to revise its plan to settle the desegregation suit to provide for neighborhood schools. Mr. Crafton requested permission to withdraw the resolution, which permission was granted by the unanimous vote of the Council.

RESOLUTION NO. R98-1146

A resolution initiating a rezoning request to the Metropolitan Planning Commission for the purpose of removing certain property from the Historic Preservation and Overlay District known as the Woodland in Waverly District. The resolution was approved by the Planning, Zoning, Historical and Port Authority Committee. The resolution was approved by the Budget and Finance Committee.
