RESOLUTION NO. RS2009-802
A resolution amending the pay plan for the general employees of The Metropolitan Government of Nashville and Davidson County, excluding employees of the Board of Health, Board of Education and the Police and Fire Departments, approved under Resolution No. RS2005-872, by delaying increment advances for one year beginning July 1, 2009.
WHEREAS, a pay plan was adopted for the general employees of The Metropolitan Government of Nashville and Davidson County, by passage of Resolution No. RS2005-872; and,
WHEREAS, the pay plan assigns all employment classifications to a salary grade, with such assignments being equitably related to each other; and,
WHEREAS, the pay plan allows for increment increases for the employment classifications in varying six months, one year, eighteen months, and two year intervals; and,
WHEREAS, increment increases for FY10 will cost approximately four and one half million dollars; and,
WHEREAS, due to the economy, the Metropolitan Government is experiencing a revenue shortfall which necessitates cost cutting measures for the next fiscal year; and,
WHEREAS, in light of this financial need, the Metropolitan Civil Service Commission has approved and recommended to the Director of Finance a one year delay on all increments; and,
WHEREAS, the Director of Finance has approved the recommendation and forwarded the same with a statement of full budgetary implications to the Mayor for his approval; and,
WHEREAS, the Mayor has approved the plan and recommends its adoption by the Metropolitan County Council.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
Section 1: The pay plan for the general employees of the Metropolitan Government, excluding employees of the Board of Health, Board of Education, and the Police and Fire Departments, established by Resolution No. RS2005-872, is hereby amended by delaying all current and future increment advances for a period of one year from the date of eligibility for the increment increases. The amended pay plan shall be as provided in Exhibit A and shall take effect on July 1, 2009. Exhibit A is incorporated into this Resolution as if fully set out herein.
Section 2: Effective July 1, 2010, the pay plan for the general employees of the Metropolitan Government, excluding employees of the Board of Health, Board of Education, and the Police and Fire Departments, established by Resolution No. RS2005-872, and as subsequently amended, will reinstate increment advances as provided in Exhibit B. Exhibit B is incorporated into this Resolution as if fully set out herein.
Section 3: This Resolution shall take effect on July 1, 2009, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
