The Metropolitan Council met in regular session on this date at 6:30 p.m. in the Metropolitan Courthouse.
The invocation was offered by Reverend Diane Christian of Greater Bethel AME Church.
The Metropolitan Council gave the pledge of allegiance to the American Flag.

- ELECTIONS AND CONFIRMATIONS –
Hospital Authority
Appointment of Dr. Michael S. Schatzlein for a term expiring July 1, 2022. The Rules, Confirmation, and Public Elections Committee recommended the appointment. Mr. Shulman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
Nashville Education Community and Arts Television (NECAT)
Reappointment of Ms. Caroline Sprouse for a term expiring May 5, 2020. The Rules, Confirmation, and Public Elections Committee recommended the reappointment. Mr. Shulman moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.
President Pro Tempore
Election of Council President Pro Tempore. Ms. Dowell nominated Ms. Weiner. There being no further nominations, the President declared the nomination closed. The President declared the election of Ms. Sheri Weiner by acclamation for a one-year term ending August 31, 2018.
Industrial Development Board
Notice was given by the President of three (3) vacancies on the Industrial Development Board, which vacancies are filled by the Council. Nominations will be taken at the meeting of September 5, 2017, and an election will be held to fill the vacancies on September 19, 2017.
- RESOLUTION ON PUBLIC HEARING-
A resolution exempting Bare Bones Butcher located at 906 51st Avenue North from the minimum distance requirements for obtaining a beer permit pursuant to Section 7.08.090.E. of the Metropolitan Code. Ms. Weiner requested a hearing from the public on this resolution which had been previously advertised. The President asked if anyone desired to be heard for or against the resolution and no one came forward to be heard. The President declared the public hearing closed. Ms. Weiner moved to defer the resolution, which motion was seconded and approved by a voice vote of the Council.
- CONSENT AGENDA RESOLUTIONS -
A resolution authorizing the Director of Public Property, or his designee, to exercise an option to acquire real property by purchase as part of the Clean Water Nashville Overflow Abatement Program (Proposal No. 2017M-037PR-001). The resolution was approved by the Planning Commission, Budget and Finance, Planning, Zoning, and Historical and Public Works Committees.
A resolution accepting a Friends of Two Rivers Mansion Grant from the Friends of Two Rivers Mansion to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Nashville Parks and Recreation Department, to provide funding for one employee’s salary to provide administrative support at Two Rivers Mansion. The resolution was approved by the Budget and Finance and Parks, Library, and Recreation Committees.
A resolution approving Amendment Two to a grant from the State of Tennessee, Department of Labor and Workforce Development, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Nashville Career Advancement Center, to establish career services for eligible adults, youth, and dislocated workers with barriers to employment, education, training, and support services to succeed in the labor market (LW09F171DSLWK17). The resolution was approved by the Budget and Finance and Personnel, Public Information, Human Relations, and Housing Committees.
A resolution approving Amendment Two to a grant from the State of Tennessee, Department of Labor and Workforce Development, to The Metropolitan Government of Nashville and Davidson County, acting by and through the Nashville Career Advancement Center, to establish programs to prepare adult service recipients for employment (LW09F171ADULT17). The resolution was approved by the Budget and Finance and Personnel, Public Information, Human Relations, and Housing Committees.
A resolution accepting a Keep America Beautiful/Lowe’s Community Partner Grant to The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Nashville Public Works Department, to plant trees and daffodils at schools during the Hands on Nashville Day and Nashville Tree Foundation’s ReLeafing Day. The resolution was approved by the Budget and Finance and Public Works Committees.
A resolution authorizing Café Intermezzo Nashville, LLC to construct and install aerial encroachments at 205 Demonbreun Street for (Proposal No .2017M-025EN-001). The resolution was approved by the Planning Commission, Planning, Zoning, and Historical and Public Works Committees.
A resolution authorizing 104 5th Avenue South Investors, LLC to construct and install an aerial encroachment at 104 5th Avenue South for (Proposal No. 2017M-028EN-001). The resolution was approved by the Planning Commission, Planning, Zoning, and Historical and Public Works Committees.
A resolution honoring the service, career, and legacy of Judge J. Randall Wyatt, Jr. upon his retirement as Judge of the Davidson County Criminal Court, Division II. The resolution was approved by the Rules, Confirmation, and Public Elections Committee.

An ordinance amending Chapter 6.54 of the Metropolitan Code of Laws to rename the Sexually Oriented Business Licensing Board as the Adult Entertainment or Sexually Oriented Business Licensing Board. The bill was approved by the Codes, Fair, and Farmers Market Committee. Ms. Hurt moved to defer the bill indefinitely, which motion was seconded and approved by a voice vote of the Council.

An ordinance amending Section 10.20.110.C of the Metropolitan Code of Laws to require the Department of Public Works to replace, at no cost to the homeowner, government-supplied waste containers that are stolen, lost, or damaged beyond repair. Ms. Karen Johnson offered a substitute ordinance and moved that it be accepted for filing, which motion was seconded and adopted by a voice vote of the Council.
SUBSTITUTE BILL NO. BL2017-829
An ordinance amending Section 10.20.110.C of the Metropolitan Code of Laws to require the Department of Public Works to replace furnish, at no cost to the homeowner, government-supplied waste containers when no functional container is present on the owner’s premises at the time of purchase that are stolen, lost, or damaged beyond repair. The Budget and Finance and Public Works Committees recommended indefinite deferral at the request of the sponsor. Ms. Karen Johnson moved to defer the bill indefinitely, which motion was seconded and approved by a voice vote of the Council.
An ordinance amending Section 7.08.140 of the Metropolitan Code of Laws to extend the hours that certain restaurants are permitted to serve beer. The bill was approved by the Codes, Fair, and Farmers Market Committee. Mr. Syracuse moved to pass the bill on second reading, which motion was seconded and approved by a voice vote of the Council.
An ordinance amending Title 16 of the Metropolitan Code of Laws to require signs posted by building and demolition permit holders for projects in excess of a certain amount to include information regarding times during which work can be performed and certain noise levels which can be emitted. The Codes, Fair, and Farmers Market Committee recommended deferral at the request of the sponsor. Ms. Murphy moved to defer the bill, which motion was seconded and approved by a voice vote of the Council.
An ordinance authorizing The Industrial Development Board of The Metropolitan Government of Nashville and Davidson County to negotiate and accept payments in lieu of ad valorem taxes with respect to Keystone Automotive Industries, Inc. The bill was approved by the Budget and Finance Committee with a recommendation to re-refer the bill to the committee. Mr. Cooper moved to pass the bill on second reading and re-refer the bill to the Budget and Finance Committee, which motion was seconded and approved by a voice vote of the Council.
An ordinance authorizing the acquisition of property in fee simple by negotiation or condemnation for the purpose of building a new Metropolitan Nashville Police Precinct (Proposal No. 2017M-036PR-001).
