The Metropolitan Council met in special session on this date at 6:30 p.m. in the Metropolitan Courthouse.

The invocation was offered by Councilman Anthony Davis.

The Metropolitan Council gave the pledge of allegiance to the American Flag.

I am calling a Special Meeting of the Council pursuant to Section 3.04 of the Charter of the Metropolitan Government of Nashville and Davidson County to be held on Tuesday, July 28, 2015 at 6:00 p.m. for the purpose of considering zoning bills on public hearing and second reading. This special meeting is necessary in order to accommodate the large number of zoning bills prior to the end of the Council term.

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from R8 to SP zoning for property located at 5825 and 5827 Leslie Avenue and Leslie Avenue (unnumbered - four parcels), on the south side of Leslie Avenue between Sterling Street and Ethel Street, (1.26 acres), to permit up to 13 detached residential units, all of which is described herein (Proposal No. 2015SP-038-001). The bill was approved by the Planning Commission with conditions, disapproved without. Mr. Baker requested a hearing from the public on this bill which had been previously advertised. An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from RS5 to RM20-A zoning for property located at 407 Douglas Avenue, approximately 240 feet east of Lischey Avenue (0.22 acres), all of which is described herein (Proposal No. 2015Z-037PR-001).
The bill was approved by the Planning Commission. Mr. Scott Davis requested a hearing from the public on this bill which had been previously advertised. BILL NO. BL2015-1229

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from OL and RS10 to SP zoning for property located at Whitsett Road (unnumbered), immediately south of the intersection of Whitsett Road and Sterling Boone Drive, (1.99 acres), to permit a 2,800 square foot office with 5,000 square feet of storage, all of which is described herein (Proposal No. 2015SP-055-001). The bill was approved by the Planning Commission with conditions, disapproved without. Mr. Tenpenny requested a hearing from the public on this bill which had been previously advertised. The President asked if anyone desired to be heard for or against the bill and no one came forward to be heard. The President declared the public hearing closed. Mr. Tenpenny moved to pass the bill on second reading, which motion was seconded and approved by a voice vote of the Council.

BILL NO. BL2015-1230

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from R10 to SP zoning for properties located at Stone Brook Drive (unnumbered), approximately 1,700 feet south of Old Hickory Boulevard, (6.56 acres), to permit a 140 unit multi-family residential development consisting of one seven story building, all of which is described herein (Proposal No. 2015SP-062-001). The bill was approved by the Planning Commission with conditions, disapproved without.

BILL NO. BL2015-1231

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by cancelling existing Highlands of Brentwood PUD for property located at Stone Brook Drive (unnumbered), approximately 1,700 feet south of Old Hickory Boulevard, (6.56 acres), all of which is described herein (Proposal No. 89P-032-002). The bill was approved by the Planning Commission.

Mr. Banks requested a hearing from the public on these bills which had been previously advertised. The President asked if anyone desired to be heard for or against the bills and citizens were heard in favor of and in opposition to passage of the bills. Documents were filed in opposition to passage of the bills. The President declared the public hearing closed. Mr. Banks moved to defer the bills, which motion was seconded and approved by a voice vote of the Council.

BILL NO. BL2015-1232

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by amending the Hermitage Business Center Commercial Planned Unit Development Overlay District for a portion of property located at 4001 Lebanon Pike, at the corner of Lebanon Pike and Old Hickory Boulevard, zoned SCR, to add 1.2 acres to the boundary of the PUD and to modify the layout, all of which is described herein (Proposal No. 128-78G-001). The bill was approved by the Planning Commission with conditions, disapproved without. Mr. Claiborne requested a hearing from the public on this bill which had been previously advertised. The President asked if anyone desired to be heard for or against the bill and no one came forward to be heard. The President declared the public hearing closed. Mr. Claiborne moved to pass the bill on second reading, which motion was seconded and approved by a voice vote of the Council.

BILL NO. BL2015-1233

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from RS5 to MUN-A zoning for properties located at 1042 and 1044 Sharpe Avenue, approximately 185 feet west of Gallatin Avenue (0.34 acres), all of which is described herein (Proposal No. 2015Z-026PR-001).

BILL NO. BL2015-1235

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from OR20 to ORI zoning for property located at 784 McGavock Pike, approximately 200 feet north of Marriott Drive (1.13 acres), all of which is described herein (Proposal No. 2015Z-045PR-001). The bill was approved by the Planning Commission.

BILL NO. BL2015-1236

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by cancelling a portion of the Century City Commercial Planned Unit Development District for properties located at 726 and 788 McGavock Pike, approximately 50 feet north of Marriott Drive (1.31 acres), zoned ORI, all of which is described herein (Proposal No. 96P-019-001). The bill was approved by the Planning Commission.

BILL NO. BL2015-1237

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by cancelling a Historic Bed & Breakfast Overlay District to property located at 3137 Long Boulevard, approximately 180 feet north of Mason Avenue (0.26 acres), zoned RM40 and located within the 31st and Long Boulevard Urban Design Overlay District, all of which is described herein (Proposal No. 2008Z-057-001). The bill was approved by the Planning Commission. Ms. Langster moved to defer the bill indefinitely, which motion was seconded and approved by a voice vote of the Council.

BILL NO. BL2015-1238

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from IR to MUL-A zoning for property located at 5400 Centennial Boulevard, approximately 985 feet west of 51st Avenue North (9.89 acres), all of which is described herein (Proposal No. 2015Z-040PR-001).
