RESOLUTION NO. RS2016-278

A resolution supporting the application to the U.S. Department of Housing and Urban Development for a Choice Neighborhoods Implementation Grant for the Cayce Neighborhood and authorizing the Metropolitan Government to serve as the Co-Applicant with the Metropolitan Development and Housing Agency.

WHEREAS, on March 31, 2016, the U.S. Department of Housing and Urban Development (“HUD”) issued the Choice Neighborhoods Implementation (“CNI”) Grants Notice of Funding Availability (“NOFA”) making individual awards up $30,000,000 available to selected grantees as determined by HUD; and

WHEREAS, the CNI Initiative is designed to address struggling neighborhoods with distressed public housing and/or HUD-assisted housing through a comprehensive approach to neighborhood transformation and is focused on three core goals: (1) replacing distressed public and assisted housing with high-quality mixed income housing that is well-managed and responsive to the needs of the surrounding neighborhood (“Housing Goal”), (2) improving educational outcomes and intergenerational mobility for youth, with supports delivered directly to youth and their families (“People Goal”), and (3) creating the conditions necessary for public and private reinvestment in distressed neighborhoods to offer the kinds of amenities and assets, including safety, good schools, and commercial activity, that are important to families’ choices about their community (“Neighborhood Goal”); and

WHEREAS, the NOFA requires applicants to have a Choice Neighborhood revitalization strategy (“Transformation Plan”) that incorporates the goals of the CNI Initiative and is the guiding document for the revitalization of the public housing units and was developed through broad civic engagement; and

WHEREAS, through significant planning and public input, the Metropolitan Development and Housing Agency (“MDHA”) developed the Envision Cayce Plan to transform its largest remaining family development, James Cayce Homes, into a vibrant mixed-income, mixed-use community that includes one-for-one replacement of existing public housing; and

WHEREAS, MDHA is committed to implementing this Plan and revitalizing the neighborhood surrounding the James Cayce Homes (“Cayce Choice Neighborhood Initiative” as shown on Exhibit A) and desires to apply as the Lead Applicant for the CNI Grant in order to obtain Federal funding and leverage other public and private funds to further these efforts; and

WHEREAS, MDHA desires to serve as the Lead for implementing the Housing and Neighborhood Goals and the Martha O’Bryan Center has committed to serving as the Lead for implementing People Goal; and

WHEREAS, the NOFA and the terms of the Grant require the participation of the local government as the Co-Applicant and the support of publically-managed resources as match and leverage of CNI funds; and

WHEREAS, as the Co-Applicant, the Metropolitan Mayor, on behalf of the Metropolitan Government must sign the grant agreement and, if selected by HUD, the Metropolitan Government and MDHA shall implement the activities identified in the Choice Neighborhood Transformation Plan in accordance with the Grant Agreement and other requirements; and

WHEREAS, the Metropolitan Government desires to participate as Co-Applicant with MDHA on the CNI application and to support the activities in the Transformation Plan;

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. The Metropolitan Government agrees to participate as the Co-Applicant on the application to the U.S. Department of Housing and Urban Development (“HUD”) for the Choice Neighborhoods Implementation (“CNI”) Grant Program for the Cayce Neighborhood, which is defined in Exhibit A, with the Metropolitan Development and Housing Agency (“MDHA) serving as the Lead Applicant and authorizes the Metropolitan Mayor to execute necessary agreements with MDHA and HUD related to Metro’s role as Co-Applicant; and

Section 2. The Metropolitan Government supports the activities identified in the Transformation Plan through the investment of locally-managed resources of a total value of $56,000,000 over the seven-year implementation period ending September 2023, including ten percent (10%) of future allocations of Community Development Block Grant (“CDBG”) funds and $500,000 annually in future HOME Investment Partnership (“HOME”) funds, subject to federal appropriations and citizen participation requirements. The financial commitments total over $56 million and are contingent only upon a Choice Neighborhoods Implementation Grant award; and

Section 3. In implementing the Transformation Plan, the Metropolitan Government and MDHA shall make every reasonable effort to procure goods and services from women-owned, minority-owned, and small businesses and low-income individuals.

Section 4. This Resolution shall take effect from and after its passage, the welfare of the Metropolitan Government of Nashville and Davidson County requiring it.
