RESOLUTION NO. RS2016-269

A Resolution requesting that the Metropolitan Planning Department prepare and/or submit to the Metropolitan Council maps depicting current locations of federally subsidized housing developments by 50%, 60%, 80%, 120% AMI, as well as affordable and workforce housing units in Nashville & Davidson County.

WHEREAS, the provision of low income, affordable and workforce housing are of primary concern to the citizens of Nashville & Davidson County because the growing lack thereof continues to be a major barrier to economic progress for many in Nashville & Davidson County; and

WHEREAS, the Metro Council directed the Metro Planning Department to take the lead in the preparation of new regulations and tools aimed at ensuring that housing is attainable to every Nashvillian, at every income level; and

WHEREAS, the Metro Planning Department has thereafter released a Draft Housing Policy and Inclusionary Zoning Feasibility Study report (“the report”) reflecting research and analysis of a multitude of affordable and workforce housing and inclusionary zoning issues reflecting concerns, data, and issues arising from a detailed process of stakeholder involvement, and

WHEREAS, the Metropolitan Council is currently engaged in the process of drafting and enacting legislation to establish affordable and workforce housing policies in Nashville & Davidson County through inclusionary zoning and other mechanisms. The Metropolitan Council is also routinely engaged in consideration of zoning proposals for specific developments purporting to provide low income, affordable and workforce housing; and

WHEREAS, throughout consideration of low income, affordable and workforce housing legislation and issues, questions and concerns have arisen regarding the current location, distribution, and potential concentration of current supplies of low income, affordable and workforce housing units in Nashville & Davidson County; and

WHEREAS, the Metropolitan Council is also grappling with the location, distribution and potential concentration of federally subsidized housing developments -- including Section 8 housing, Low Income Housing Tax Credit (LIHTC) properties, and other such properties -- in an effort to appropriately locate these facilities in relation to each other, as well as their location in relation to affordable and workforce housing units; and

WHEREAS, to enable the Metropolitan Council and others to effectively evaluate policies and legislation regarding affordable and workforce housing as well as federally subsidized housing developments -- particularly regarding issues of concentration of such housing -- maps which visually depict the current location of (1) all existing affordable and workforce housing units, and (2) all federally subsidized housing developments by income level 50%, 60%, 80%, 120% AMI would be of significant benefit.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY TENNESSEE:

Section 1. That the Metropolitan Council hereby goes on record as requesting that the Metro Planning Department prepare and/or submit to the Metropolitan Council maps which visually depict the current location of (1) all existing affordable and workforce housing units, and (2) all federally subsidized housing by income level at 50%, 60%, 80% and 120% AMI in Nashville & Davidson County, applying such parameters as the Metro Planning Department, in its expertise, would deem most helpful to the Council in weighing the issue of the potential concentration of such housing.

Section 2. That such maps be submitted to the Metropolitan Council on or before its regular meeting scheduled July 5, 2016.

Section 3. That this Resolution shall take effect from and after its adoption, the welfare of the Metropolitan Government of Nashville and Davidson County requiring it.
