RESOLUTION NO. RS2015-1517

A resolution adopting a new pay plan for the general employees of The Metropolitan Government of Nashville and Davidson County, excluding employees of the Board of Health, Board of Education, and the Police and Fire Departments, effective July 1, 2015; and establishing the salary for the position of Mayor, effective upon the beginning of a new elective term for that office.

WHEREAS, the Metropolitan Civil Service Commission, has, pursuant to Section 12.10 of the Metropolitan Charter, assigned each employment classification to a salary grade as of July 1, 2015, with such assignments being equitably related to each other; and,

WHEREAS, the Civil Service Commission has adopted the salary ranges for each grade; and,

WHEREAS, the Director of Personnel for the Civil Service Commission has recommended, after the Commission’s approval, desirable salary ranges for each grade to the Director of Finance; and,

WHEREAS, pursuant to RS2014-1127, a new pay plan was approved by the Metropolitan Council to go into effect on January 1, 2015; and,

WHEREAS, the pay plan that was adopted pursuant to RS2014-1127 included increment pay increases that are earned at various time intervals; and,

WHEREAS, it is the desire for these increment increases to continue; and,

WHEREAS, it is further the desire that employees, who are paid pursuant to open pay ranges, be eligible, at the discretion of the employee’s Appointing Authority, to receive merit pay increases; and,

WHEREAS, the Metropolitan Civil Service Commission has recommended that the pay plan approved under RS2014-1127 be amended to allow a salary increase for all employees of The Metropolitan Government of Nashville and Davidson County, excluding employees of the Board of Health, Board of Education, and the Police and Fire Departments, in the amount of two and one half (2.5%) percent, with such increase becoming effective as of July 1, 2015; and,

WHEREAS, the Metropolitan Civil Service Commission, through the Metropolitan Department of Human Resources, has conducted a salary structure survey study to determine if changes needed to be made to the current salary structure used by the Metropolitan Government, including determining the relationship of pay assigned to Metropolitan Government employment classifications compared to similar positions in the market and with comparable governmental entities; and,

WHEREAS, the salary survey revealed various pay issues that need to be addressed both now and in the future; and,

WHEREAS, one of the positions identified in the survey as needing a salary adjustment is that of Mayor; and,

WHEREAS, the Civil Service Commission has recommended that the salary for the position of Mayor be adjusted to reflect the findings of the study; and,

WHEREAS, pursuant to §18.05 of the Metropolitan Charter the salary for the position of Mayor shall not be increased or diminished during the period for which that individual shall have been elected; and,

WHEREAS, the salary proposed by this legislation can only become effective at the beginning of a new elective term for the position of Mayor; and,

WHEREAS, the Civil Service Commission further recommended that the School Crossing Guard Rate Chart needed to be adjusted to match the pay range covering other part-time workers; and,

WHEREAS, the Director of Finance has approved the recommendations of the Civil Service Commission and forwarded the same with a statement of full budgetary implications to the Mayor for his approval; and,

WHEREAS, the Mayor has approved the plan and recommends its adoption by the Metropolitan County Council.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1: The pay plan adopted pursuant to RS2014-1127 and which went into effect on January 1, 2015, for the general employees of the Metropolitan Government, excluding employees of the Board of Health, Board of Education, and the Police and Fire Departments, from and after July 1, 2015, shall be as provided in Exhibit “A”. Exhibit “A” reflects a salary increase in the amount of two and one half (2.5%) percent and the continuation of increment increases. Exhibit “A” further reflects that some employees in certain public safety classifications may be advanced an increment in accordance with the Compression plan approved by the Civil Service Commission. Exhibit “A” is incorporated into this Resolution as if fully set out herein.

Section 2: Additional funding shall be provided to each department in the amount of two (2.0%) percent of that department’s total annual open range salary budget so that employees in open range pay classifications will have the opportunity to receive merit based salary increases, at the discretion of the Appointing Authority, as reflected in Exhibit “A”. For FY16, no employee shall be eligible to receive an open range merit salary increase in an amount greater than four (4%) percent of the employee’s salary. Open range salary increases for FY16 will be effective as of July 1, 2015.

Section 3: The annual salary for the position of Mayor shall be $180,000. This change in compensation, approved by this resolution, shall be effective on the first day of the next elective term for the position of Mayor.

Section 4: The pay for School Crossing Guards shall be adjusted to match the pay range covering other part-time workers as reflected in Exhibit “A”.

Section 5: This Resolution shall take effect on July 1, 2015, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
