RESOLUTION NO. RS2015-1437

A resolution opposing state legislation that would prohibit local governments from recognizing any labor union or employee association as a bargaining agent of government employees.

WHEREAS, the Metropolitan Government would cease to function without the hard work of the many dedicated employees that selflessly work to make Nashville a great place to work, live, and play; and

WHEREAS, many Metropolitan Government public safety employees and government service workers depend on unions and employee associations to ensure their rights and interests are protected; and

WHEREAS, House Bill 603 (Durham) and Senate Bill 123 (Kelsey) would prohibit local governments from recognizing labor unions or employee associations as a bargaining agent for employees, and would prohibit local governments from entering into a collective bargaining agreement with a labor union or employee association; and

WHEREAS, local governments should have the freedom and ability to make employment decisions they deem to be in the best interest of their employees and citizens without state intervention.

NOW, THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. The Metropolitan County Council hereby goes on record as opposing HB603/SB123 and any other state legislation that would limit the ability of local governments to recognize labor unions or employee associations as employee bargaining agents or prohibit local governments from entering into collective bargaining agreements with unions or employee associations.

Section 2. The Metropolitan Clerk is directed to send a copy of this Resolution to Representative Jeremy Durham, to Senator Brian Kelsey, and to each member of the Davidson County Delegation to the Tennessee General Assembly.

Section 3. This Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
