RESOLUTION NO. RS2014-1091

A resolution appropriating a total of $2,000,000 from the Barnes Fund for Affordable Housing to various nonprofit organizations selected to receive grant funds to assist in providing good quality affordable housing to residents of Davidson County with limited means.

WHEREAS, on July 16, 2013, the Metropolitan Council approved Substitute Ordinance No. BL2013-487 establishing the Barnes Fund for Affordable Housing to assist in providing good quality affordable housing to residents of Davidson County with limited means, appropriating an initial sum to such fund, and establishing the Metropolitan Housing Trust Fund Commission to oversee the fund and assist in providing good quality affordable housing; and,

WHEREAS, as part of Substitute Ordinance No. BL2013-487, the initial sum of $2,279,040 from the Urban Development Action Grant repayments was directed to the Barnes Fund for affordable housing activities; and,

WHEREAS, Section 7-3-314 of the Tennessee Code Annotated states that metropolitan forms of government may provide financial assistance to nonprofit organizations in accordance with the guidelines of the Metropolitan Government; and,

WHEREAS, Section 5.04.070 of the Metropolitan Code of Laws provides that the Council may, by Resolution, appropriate funds for the financial aid of nonprofit organizations; and,

WHEREAS, pursuant to the regulations and procedures of the Metropolitan Housing Trust Fund Commission, the Metropolitan Housing Trust Fund has accepted the recommendations of the Barnes Fund Review Panel that the appropriated funds be distributed to the nonprofit organizations: Be A Helping Hand Foundation, Urban Housing Solutions Inc., and Woodbine Community Organization (WCO), Inc.; for five separate projects; and,

WHEREAS, it is to the benefit of the citizens of The Metropolitan Government of Nashville and Davidson County that these funds be appropriated to these three nonprofit organizations.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

SECTION 1. There is hereby appropriated $2,000,000 from the Barnes Fund for Affordable Housing to fund grants to three nonprofit organizations for five separate affordable housing projects as follows:

$30,056.54 and $232,885.46 for a total of $262,942.00 for two separate projects to Be A Helping Hand Foundation;

$1,588,006.00 for one project to Urban Housing Solutions Inc.; and

$74,526.00 and $74,526.00 for a total of $149,052.00 for two separate projects to Woodbine Community Organization.

SECTION 2. The Metropolitan Government is hereby authorized to enter into a grant contract with the nonprofit organizations listed in Sections 1 above for the amount provided herein for the purposes stated. Such contract shall specify the terms and conditions under which the grant funds are to be spent. The Metropolitan Housing Trust Fund Chair is authorized to execute the grant contracts.

SECTION 3. That this Resolution shall take effect from and after its passage, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
