RESOLUTION NO. RS2014-1082

A resolution requesting the Metropolitan Development and Housing Agency to create a redevelopment plan for a portion of Council District 5 and requesting the Industrial Development Board to explore the creation of an economic impact plan for the same area.

WHEREAS, the Metropolitan Development and Housing Agency (MDHA) has the authority under state law to initiate redevelopment plans for the purpose of removing, preventing, or reducing blight; and

WHEREAS, MDHA has implemented redevelopment plans for various blighted areas in Nashville, including the Capitol Mall area, Five Points in East Nashville, the Arts Center area of downtown, Phillips-Jackson Street, Jefferson Street, the East Bank, and portions of Dickerson Pike; and

WHEREAS, the redevelopment plans approved by the Metropolitan Council and implemented by MDHA have been extremely effective in redeveloping blighted areas in our city, which has resulted in business relocation and job creation; and

WHEREAS, Tennessee Code Annotated § 7-53-31 authorizes the Industrial Development Board of the Metropolitan Government to create economic impact plans providing for the use of tax increment financing for designated areas in Nashville to promote economic development and commercial growth; and

WHEREAS, the portion of Council District 5 bordered by the Cumberland River to the west, Interstate 65 to the north, Woodland Street to the south, and Interstate 24 to the east is in need of economic revitalization; and

WHEREAS, it is in the best interest of the citizens of Nashville and Davidson County that MDHA take the necessary steps to create a redevelopment plan and the Industrial Development Board explore the creation of an economic impact plan for this portion of Council District 5.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. That the Metropolitan County Council hereby goes on record as requesting the Metropolitan Development and Housing Agency to create a redevelopment plan for the portion of Council District 5 bordered by the Cumberland River to the west, Interstate 65 to the north, Woodland Street to the south, and Interstate 24 to the east, and requesting the Industrial Development Board to explore the creation of an economic impact plan for the same area.

Section 2. The Metropolitan Clerk is directed to send a copy of this Resolution to MDHA Executive Director James Harbison and to each member of the Industrial Development Board.

Section 3. That this Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
