RESOLUTION NO. RS2013-774

A resolution amending the pay plan for the general employees of The Metropolitan Government of Nashville and Davidson County, excluding employees of the Board of Health, Board of Education, and the Fire and Police Departments, which became effective on July 1, 2013.

WHEREAS, pursuant to RS2012-273, on June 19, 2012 the Metropolitan Council approved a new pay plan for the general employees of The Metropolitan Government of Nashville and Davidson County, excluding employees of the Board of Health, Board of Education, and the Fire and Police Departments, to become effective on July 1, 2013; and,

WHEREAS, this approved pay plan included an “Explanation of Pay Calculations” which described, among other things, that: “Pay scales under SR and PS charts are based on annual salary. The monthly, semi-monthly, and bi-weekly rates are calculated by dividing that annual rate by 12, 24, and 26, respectively. Hourly Rates are approximate and are calculated assuming that an employee works a 40 hour week;” and,

WHEREAS, the language concerning hourly pay rate was included to acknowledge that some employees work more than 40 hours per week resulting in a different hourly rate than the amount shown in the pay plan; and,

WHEREAS, the referenced language inadvertently omitted reference to the Correctional Officer Pay Table (CO); and,

WHEREAS, this omission was corrected in the pay plan recently approved by the Metropolitan Council pursuant to RS2013-711; and,

WHEREAS, the pay plan approved pursuant to RS2013-711 does not become effective until January 1, 2014; and,

WHEREAS, the Metropolitan Civil Service Commission recognized the need to correct the omission in the play plan which became effective on July 1, 2013; and,

WHEREAS, the Director of Personnel for the Civil Service Commission has recommended, after the Commission’s approval, that the omission be corrected by amending the language included under “Explanation of Pay Calculations” to state: “Pay scales under SR, CO and PS charts are based on annual salary. The monthly, semimonthly, and bi-weekly rates are calculated by dividing the annual rate by 12, 24, and 26, respectively. Hourly Rates are approximate and are calculated assuming that the employee works a 40 hour week. For employees in classifications that work more hours for their salary (e.g., those in the PS and CO scales), the hourly rate shown is not reflective of the actual hourly rate received;” and,

WHEREAS, the Director of Finance has approved the recommendation of the Civil Service Commission and forwarded the same with a statement of full budgetary implications to the Mayor for his approval; and,
WHEREAS, the Mayor has approved the amendment and recommends its adoption by the Metropolitan County Council.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1: The pay plan adopted pursuant to RS2012-273 and which became effective on July 1, 2013 for the general employees of the Metropolitan Government, excluding employees of the Board of Health, Board of Education, and the Fire and Police Departments, shall be amended by deleting, in its entirety, the first paragraph under “EXPLANATION OF PAY CALCULATIONS” and inserting in place thereof the following language:

Pay scales under SR, CO and PS charts are based on annual salary. The monthly, semimonthly, and bi-weekly rates are calculated by dividing the annual rate by 12, 24, and 26, respectively. Hourly Rates are approximate and are calculated assuming that the employee works a 40 hour week. For employees in classifications that work more hours for their salary (e.g., those in the PS and CO scales), the hourly rate shown is not reflective of the actual hourly rate received.

Section 2: This Resolution shall take effect upon passage, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
