RESOLUTION NO. RS2012-454
A resolution approving a memorandum of agreement between the Federal Emergency Management Agency’s Integrated Public Alert and Warning System Program Management Office and The Metropolitan Government of Nashville and Davidson County, acting by and through the Mayor’s Office of Emergency Management, to allow rapid national warnings of all types to be sent to the public.
WHEREAS, the Federal Emergency Management Agency (FEMA) has introduced the Integrated Public Alert and Warning System (IPAWS), a national warning system which will enable more timely alerts and warnings to the residents of Tennessee for the preservation of life and property through the State of Tennessee’s 24-hour Warning Point located at the Tennessee Emergency Management Agency (TEMA) Headquarters; and,
WHEREAS, the memorandum of agreement attached hereto seeks to create and maintain an integrated interoperable environment for public alerts and warnings within the State of Tennessee, to make alerts and warnings more effective, and to strengthen the ability of the Metropolitan Government to alert its residents to emergency situations; and,
WHEREAS, TEMA has established policies governing the use of IPAWS by counties in Tennessee; and,
WHEREAS, Tennessee Code Annotated, Section 12-9-104, provides that interlocal agreements between governments may be approved by resolution; and,
WHEREAS, it is to the benefit of the citizens of The Metropolitan Government of Nashville and Davidson County that this memorandum of agreement be approved.
NOW, THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
Section 1. That the memorandum of agreement by and between the Federal Emergency Management Agency’s Integrated Public Alert and Warning System Program and The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Mayor’s Office of Emergency Management, is hereby approved.
Section 2. That this resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
