RESOLUTION NO. RS2012-159

A resolution requesting the Metropolitan Development and Housing Agency to create a redevelopment plan for the Cowan Street area.

WHEREAS, the Metropolitan Development and Housing Agency (MDHA) has the authority under state law to initiate redevelopment projects for the purpose of removing, preventing, or reducing blight; and

WHEREAS, MDHA has implemented redevelopment plans for blighted areas in Nashville, including the Capitol Mall area, Five Points in East Nashville, the Arts Center area of downtown, the Phillips-Jackson Street, Jefferson Street, the East Bank, and portions of Dickerson Pike; and

WHEREAS, the redevelopment plans approved by the Metropolitan Council and implemented by MDHA have been extremely effective in redeveloping blighted areas in our city, which has helped make Nashville, Tennessee a great place to work and live, and enhanced our local economy through the relocation of various businesses and sports franchises; and

WHEREAS, Cowan Street in East Nashville is currently an economically depressed area with very limited development interest or opportunities, which has contributed to increased criminal activity in the area; and

WHEREAS, it is in the best interest of the citizens of Nashville and Davidson County that MDHA take the necessary steps to create a redevelopment plan for the Cowan Street area located in Council District 5.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. That the Metropolitan County Council hereby goes on record as requesting the Metropolitan Development and Housing Agency to create a redevelopment plan for Cowan Street located in Council District 5 between Spring Street and Interstate 65.

Section 2. The Metropolitan Clerk is directed to send a copy of this Resolution to Phil Ryan, the executive director of the Metropolitan Development and Housing Agency.

Section 3. That this resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
