RESOLUTION NO. RS2011-1788

A resolution authorizing the implementation of an incentive program for employees enrolled in the self-insured medical plans of the Metropolitan Government to utilize the Healthcare Centers of the Metropolitan Nashville Public Schools.

WHEREAS, the Metropolitan Nashville Public Schools operates Employee and Family Healthcare Centers in Davidson County; and,

WHEREAS, the Metropolitan Government provides funding to Metropolitan Nashville Public Schools; and,

WHEREAS, the Metropolitan Council has adopted a system of employee benefits for employees of the Metropolitan Government; and,

WHEREAS, the system of employee benefits adopted by the Metropolitan Council includes medical care benefits for employees of the Metropolitan Government; and,

WHEREAS, the medical care benefits for employees approved by the Metropolitan Council includes an account based self-insured plan and a self-insured PPO plan; and,

WHEREAS, the Metropolitan Government pays seventy-five percent (75%) of the cost of premiums for employees and their dependents that participate in its self-insured medical plans; and,

WHEREAS, the Metropolitan Nashville Public Schools has proposed an incentive program for employees and their dependents enrolled in the self-insured plans of the Metropolitan Government to utilize its Healthcare Centers; and,

WHEREAS, under the incentive program, the Metropolitan Nashville Public Schools will waive the self-insured plans copays and coinsurance for services provided at its Healthcare Centers; and,

WHEREAS, the Metropolitan Employee Benefit Board has recommended the approval of the incentive program proposed by the Metropolitan Nashville Public Schools.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. That the Metropolitan Employee Benefit Board is authorized to implement an incentive program for employees and their dependents enrolled in the self-insured plans of the Metropolitan Government to utilize the Healthcare Centers of the Metropolitan Nashville Public Schools.

Section 2. That under the incentive program, the Metropolitan Nashville Public Schools would be authorized to waive and therefore not charge the self-insured plans copays and coinsurance for services provided to the plans enrollees at Healthcare Centers of the Metropolitan Nashville Public Schools.

Section 3. That the Metropolitan Employee Benefit Board shall review the incentive program annually, and shall terminate the program if the Board determines that the program is adversely affecting the self-insured plans of the Metropolitan Government.

Section 4. That this resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
