RESOLUTION NO. RS2011-1553

A resolution requesting the Metropolitan Department of Water and Sewerage Services to identify and apply for capital grants that will assist in funding the installation of a 6” water main along the Hoggett Ford Road corridor of the Hermitage community.

WHEREAS, the Hoggett Ford Road corridor is located in the Hermitage suburban community of Metropolitan Nashville and Davidson County; and

WHEREAS, the entire Hermitage community is located in the General Services District (GSD); and

WHEREAS, the Hermitage community originally received water and sewer service from the private Cumberland Utility District (“CUD”); and

WHEREAS, the takeover of the CUD by the Metropolitan Department of Water and Sewerage Services (“Metro Water Services”) was necessitated by the failure of the CUD to meet the strict state and federal environmental standards; and

WHEREAS, the takeover obligated Metro Water Services to provide water and sewer service to the Hermitage community that had once been served by the CUD; and

WHEREAS, the takeover involved the installation of modern water/sewer infrastructure throughout the Hermitage community by Metro Water Services; and

WHEREAS, there remain sixteen (16) single-family homes along Hoggett Ford Road with an average appraised value of $249,000 that do not receive water service from Metro Water Services; and

WHEREAS, antiquated well systems exist on five (5) of these residential parcels; and

WHEREAS, a recent study of these wells by the Metropolitan Health Department found the existence of coliform and E. coli bacteria that can be unhealthy for the local community; and

WHEREAS, the installation of a water main at least 6” in diameter down the entire length of Hoggett Ford Road is needed to provide the citizens with municipal water service; and

WHEREAS, representatives of Metro Water Services stated during a recent community meeting that they would determine the cost of the water main extension and make application for capital grants to fund the water main installation project.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. That the Metropolitan County Council hereby goes on record as requesting the Metropolitan Department of Water and Sewerage Services to identify and apply for capital grants that will assist in funding the installation of a 6” water main along the Hoggett Ford Road corridor of the Hermitage community.

Section 2. That the Metropolitan Clerk is directed to send a copy of this Resolution Metro Water Services Director Scott Potter.

Section 3. That this Resolution shall take effect from and after its adoption, the welfare of the Metropolitan Government of Nashville and Davidson County requiring it.
