RESOLUTION NO. RS2010-1432

A resolution recognizing Mr. Greg Adkins, as President of the Tennessee County Services Association.

WHEREAS, Mr. Greg Adkins tenure as President of the Tennessee County Services Association, a statewide organization representing county mayors, legislative bodies and highway officials, came to an end on October 28, 2010; and

WHEREAS, during his term he became the first Davidson County official to hold the position of president of the Tennessee County Services Association from Davidson County since Mayor Beverly Briley, who was the first ever president of the organization in 1954; and

WHEREAS, Greg helped secure and host all states at the National Association of Counties (NACO) annual national conference in Nashville, last summer; and

WHEREAS, Greg was able to get all ninety five counties to participate in county association activities; and

WHEREAS, as President he was influential in maintaining the funding of the Basic Education Program for schools including the restoration of the capital projects component for this year; and

WHEREAS, he also presided over a time when the tremendous floods affected not only Davidson County, but many other counties in our state and he helped lead an effort to analyze the disproportionate cost to local governments and the potential adverse affect on property tax rates that might be needed to make flood repairs. This was ultimately addressed and mitigated with the federal governments’ effort combined with state government in dropping the local share of these cost; and

WHEREAS, he led TSCA’s efforts to change the law to allow individuals affected by the flood to purchase certain goods tax free while holding local governments free from any loss of those revenues; and

WHEREAS, it is fitting and proper that the Metropolitan Council recognizes Mr. Greg Adkins for his work with the Tennessee County Services Association and wish him well as he moves forward in his future endeavors.

NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. The Metropolitan Council hereby goes on record as recognizing Mr. Greg Adkins, as President of the Tennessee County Services Association.

Section 2. The Metropolitan Council Office is directed to prepare a copy of this Resolution to be presented to Mr. Greg Adkins.

Section 3. This Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
