RESOLUTION NO. RS2010-1427
A resolution requesting the Federal Emergency Management Agency to conduct a review of the neighborhoods affected by the May 2010 flood to ensure all homeowners were treated fairly during the flood assessment and distribution of grant funds phase.
WHEREAS, the historic rain events of May 1 and 2, 2010, caused extensive flood damage throughout the area of the Metropolitan Government of Nashville and Davidson County; and
WHEREAS, on May 4, 2010, President Obama determined that the rain events of May 1 and 2, 2010 caused damage of sufficient severity and magnitude to warrant major disaster assistance under federal law; and
WHEREAS, as a result of the President’s disaster declaration, Federal Emergency Management Agency (FEMA) officials came to Nashville to assess damage and to help flood victims apply for federal disaster assistance; and
WHEREAS, the May 2010 flooding events impacted a large cross-section of citizens of differing socioeconomic statuses and ethnicities; and
WHEREAS, the amount of FEMA grant assistance seemed to vary widely among homeowners who, from all outward appearances, were similarly situated; and
WHEREAS, although the initial FEMA response was rapid and thorough, it is fitting and proper that the agency conduct a post-flood review of affected neighborhoods to ensure that all homeowners were treated fairly.
NOW, THEREFORE BE IT RESOLVED BY THE METROPOLITAN COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY THAT:
Section 1. That the Metropolitan County Council hereby goes on record as requesting the Federal Emergency Management Agency to conduct a review of the neighborhoods affected by the May 2010 flood to ensure all homeowners were treated fairly during the flood assessment and distribution of grant funds phase.
Section 2. The Metropolitan Clerk is directed to send a copy of this Resolution to Major Phillip May, the FEMA Regional Administrator for Region IV located in Atlanta, Georgia.
Section 3. This Resolution shall take effect from and after its passage, the welfare of the Metropolitan Government of Nashville and Davidson County requiring it.
