RESOLUTION NO. RS2010-1181

A resolution requesting the Metropolitan Planning Department to sponsor a series of community meetings regarding the placement of an urban design overlay on the section of Lebanon Pike that comprises the Downtown Hermitage Business community.

WHEREAS, the section of Lebanon Pike between the Stones River and Old Hickory Boulevard (State Route 45) has been plagued for a number of years by poor development patterns, inadequate infrastructure, and economic decline; and

WHEREAS, the Metropolitan Zoning Code includes a mechanism whereby an urban design overlay (UDO) district can be placed on property, without changing the base zoning, that may include more design standards and signage restrictions than the conventional bulk standards applicable to the base zoning district provide; and

WHEREAS, Section 17.36.270 of the Metropolitan Zoning Code provides that the purpose of the UDO district is to allow for the application and implementation of special design standards so that developments emphasize sensitivity to the pedestrian environment, minimize intrusion of the automobile into the urban setting, and provide for the sensitive placement of open spaces in relationship to building masses, street furniture and landscaping features; and

WHEREAS, a UDO on this section of Lebanon Pike would be a tremendous enhancement to the community, and would help spur positive economic growth in the area; and

WHEREAS, it is fitting and proper that the Metropolitan Planning Department hold community meetings in order to obtain feedback regarding the appropriate standards that should be included Lebanon Pike UDO.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. That the Metropolitan County Council hereby goes on record as requesting the Metropolitan Planning Department to sponsor a series of community meetings regarding the placement of an urban design overlay on the section of Lebanon Pike that comprises the Downtown Hermitage Business community.

Section 2. The Metropolitan Clerk is directed to send a copy of this Resolution to Mr. Rick Bernhardt, the Executive Director of the Metropolitan Planning Commission.

Section 3. This Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
