RESOLUTION NO. RS2009-991

A resolution appropriating $1,316,347 in Community Development Block Grant Recovery Program funding.

WHEREAS, the American Recovery and Reinvestment Act of 2009 allocated funds to the Department of Housing and Urban Development (HUD) to assist local communities with economic recovery by authorizing a one-time allocation of Community Development Block Grant Recovery Program funds; and

WHEREAS, the Metropolitan Council approved Ordinance BL 2009-420 authorizing Amendment 2 to the 2008-2009 Annual Update to the Consolidated Plan for Housing and Community Development to include a one-time allocation from HUD of Community Development Block Recovery Program funds in the amount of $1,316,347 to be used to
primarily for persons of low and moderate income and with an emphasis on job creation and economic development opportunities; and

WHEREAS, the Metropolitan Development and Housing Agency recommends that these funds be used for Jefferson Street infrastructure improvements, career development and employment and placement services programs, renovating Southside Enterprise Center neighborhood facility, historic preservation of the Amqui Station Train Depot public facility, and administrative costs.

NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. That $469,712 in Community Development Block Grant Recovery Program funds be allocated for infrastructure improvements to Jefferson Street, a vital historic commercial corridor.

Section 2. That $175,000 in Community Development Block Grant Recovery Program funds be allocated for a new career development services program for low income youth and young adults ages 16-24 and a pilot employment and placement services program for low income individuals ages 18 and over with an emphasis on assisting residents of public housing developments.

Section 3. That $300,000 in Community Development Block Grant Recovery Program funds be allocated for energy efficiency and energy conservation improvements for the renovation of the Southside Enterprise neighborhood facility that will provide space for career development and employment and placement services programs described above.

Section 4. That $240,000 in Community Development Block Grant Recovery Program funds be allocated for historic preservation improvements to the Amqui Station Train Depot public facility to spur economic development in a low to moderate income census tract.

Section 5. That $131,635 in Community Development Block Grant Recovery Program funds be allocated for administrative costs.

Section 6. this resolution shall take effect from and after its passage, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
