RESOLUTION NO. RS2009-805

A resolution repealing for a period of one year the payment of longevity pay for employees of The Metropolitan Government of Nashville and Davidson County, including Employees of the Metropolitan Board of Health, and the payment of longevity pay supplement for certain employees.

WHEREAS, pursuant to Resolution No. RS2001-642, monetary compensation, designated as Longevity Pay, is awarded to employees of the Metropolitan Government in recognition of continuous service; and,

WHEREAS, pursuant to Resolution No. RS2001-642, monetary compensation, designated as Longevity Pay Supplement, is provided to certain employees of the Metropolitan Government who in the old City Pension Plan had met the requirements of the Plan by making contributions to the Plan for the maximum number of years called for under the Plan; and,

WHEREAS, Section 4 of Resolution No. RS2001-642 provides that longevity pay “…shall not be paid in any year which this Resolution has been repealed prior to November 30th of that year;” and,

WHEREAS, longevity pay and longevity pay supplement for FY10 will cost approximately three million dollars; and,

WHEREAS, due to the economy, the Metropolitan Government is experiencing a revenue shortfall which necessitates cost cutting measures for the next fiscal year; and,

WHEREAS, in light of this financial need, the Metropolitan Civil Service Commission and the Metropolitan Board of Health, functioning as a Civil Service Commission, have approved and recommended to the Director of Finance the repeal of the payment of longevity pay and longevity pay supplement for the period of one year; and,

WHEREAS, the Director of Finance has approved the recommendation and forwarded the same with a statement of full budgetary implications to the Mayor for his approval; and,

WHEREAS, the Mayor has approved the plan and recommends its adoption by the Metropolitan County Council.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1: The payment of longevity pay and longevity pay supplement for employees of the Metropolitan Government of Nashville and Davidson County, including employees of the Metropolitan Board of Health, is repealed for fiscal year 2010. Longevity pay and longevity pay supplement will be reinstated and paid beginning fiscal year 2011.

Section 2: This resolution shall take effect from and after its adoption, the welfare of the Metropolitan Government of Nashville and Davidson County requiring it.
