RESOLUTION NO. RS2009-734
A resolution honoring former Councilman Mansfield Douglas III.
WHEREAS, Nashville and Davidson County lost one its most beloved and respected public servants in Mansfield Douglas III, the last remaining charter member of the Metropolitan Council, passed away on Monday, March 16, 2009; and
WHEREAS, Mansfield Douglas III, was elected as a councilman in 1963 to become a charter member of the first Metropolitan Council after the consolidation of the city and county governments; and
WHEREAS, Mansfield Douglas III, one of Nashville’s first black council members, served 36 years on the council, from 1963 until 1999; and
WHEREAS, while serving nine consecutive terms, Mr. Douglas represented District 17 which included Berry Hill, Melrose, the Woodland and Waverly neighborhoods and the state fairgounds; and
WHEREAS, after being elected, Councilman Mansfield Douglas III diligently sought to improve conditions for his constituents in a most capable and dedicated fashion; and
WHEREAS, Mansfield Douglas III was revered and respected by those Members of Council serving with him, and was known for his vast knowledge of parliamentary procedure; and
WHEREAS, while serving, Mr. Douglas helped shepherd legislation through the Council, became an advocate for those constituents of Nashville who were less fortunate and was responsible, in no small part, for increasing and improving race relations both by person and through his oratory on the floor of the council; and
WHEREAS, Mansfield Douglas III was also deeply devoted to his family as a loving husband to wife Jean and as a father to daughters Carmella and Karen; and
WHEREAS, it is fitting and proper that the Metropolitan Council remember and honor the life of former Metropolitan Councilman Mansfield Douglas III, and express its sincere condolences to Mr. Douglas’s family.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
Section 1. The Metropolitan Council hereby goes on record as honoring the life of former Councilmember Mansfield Douglas III.
Section 2. The Metropolitan Council Office is directed to prepare a copy of this Resolution to be presented to the family of Mansfield Douglas III.
Section 3. This Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
