RESOLUTION NO. RS2008-576

A resolution requesting the Davidson County Delegation to the Tennessee General Assembly to introduce and enact the necessary legislation to fund and complete the installation of a center turn lane designated for State Route 24 (Lebanon Pike) from Stewart’s Ferry Pike to Disspayne Drive to improve mobility and reduce delay associated with left turning vehicles.

WHEREAS, the one-half mile stretch of State Route 24 (Lebanon Pike) from Stewart’s Ferry Pike to Disspayne Drive is only four lanes wide with no center turn lane; and

WHEREAS, this length of Lebanon Pike represents an extremely dangerous bottleneck section of this highway corridor; and

WHEREAS, the development along this length of highway and extreme numbers of commuter traffic generated daily has resulted in over-congestion in the area; and

WHEREAS, the bottleneck creates an extremely dangerous driving environment; and

WHEREAS, there have been 288 traffic accidents on this half-mile length of Lebanon Pike from January 2000 to October 2008, which is an average of 32 accidents per year; and

WHEREAS, Tennessee Department of Transportation (TDOT) officials have considered four (4) options to remedy this issue; and

WHEREAS, Option 4 would allow for the installation of a center turn lane along this half-mile length of Lebanon Pike; and

WHEREAS, Option 4 holds the existing edge of pavement on the north side and widens only to the south; and

WHEREAS, Option 4 requires no additional right-of-way and the relocation of the stone entranceway to the historic Clover Bottom Mansion; and

WHEREAS, the cost of Option 4 has been estimated to be $3,602,000; and

WHEREAS, the installation of this center is needed to remove the extreme danger of driving on this length of Lebanon Pike.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. That the Metropolitan County Council hereby goes on record as requesting the Davidson County Delegation to the Tennessee General Assembly to introduce and enact the necessary legislation to fund and complete the installation of a center turn lane on State Route 24 (Lebanon Pike) from Stewart’s Ferry Pike to Disspayne Drive to improve mobility and reduce delay associated with left turning vehicles.

Section 2. The Metropolitan Clerk is directed to send a copy of this Resolution to each member of the Davidson County Delegation to the Tennessee General Assembly.

Section 3. That this Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
