RESOLUTION NO. RS2008-553

A resolution requesting the Metropolitan Planning Department to develop a plan for the equitable distribution of affordable housing throughout Metropolitan Nashville and Davidson County.

WHEREAS, the Metropolitan Council recognizes the need for additional affordable housing opportunities in Davidson County; and

WHEREAS, certain parts of Nashville have experienced a sharp increase in the number of recent and proposed affordable housing developments within a concentrated area; and

WHEREAS, the dilemma surrounding the disbursement of affordable housing is not unique to Nashville; and

WHEREAS, other cities such as Los Angeles, California have worked to develop specific incentives to encourage an equitable distribution of affordable housing opportunities across the city; and

WHEREAS, such affordable housing incentives have included density bonuses, flexibility in open space requirements, small lot sizes, expedited permit review, and infrastructure assistance; and

WHEREAS, it is fitting and proper that the Metropolitan Planning Department, with input from the Department of Law, develop a plan to evenly distribute affordable housing within the various geographic areas of Nashville and Davidson County.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. That the Metropolitan County Council hereby goes on record as requesting the Metropolitan Planning Department to develop a plan for the equitable distribution of affordable housing throughout Metropolitan Nashville and Davidson County.

Section 2. The Metropolitan Planning Department is further requested, in collaboration with the Metropolitan Development and Housing Agency, to conduct an inventory of the current number and location of all Section 8 and Habitat for Humanity housing in Davidson County, and to report these findings to the Metropolitan Council.

Section 3. The Metropolitan Clerk is directed to send a copy of this Resolution to Planning Department Executive Director Rick Bernhardt, to Director of Law Sue Cain, and to MDHA Executive Director Phil Ryan.

Section 4. That this Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
