RESOLUTION NO. RS2008-499

A resolution authorizing the implementation of an incentive program for employees enrolled in the self-insured medical plans of the Metropolitan Government to utilize the services and medical facilities of the Metropolitan Hospital Authority.

WHEREAS, the Hospital Authority of the Metropolitan Government of Nashville and Davidson County (“Hospital Authority”), established in 1999 pursuant to T.C.A. § 7-57-101 et seq., is an agency of the Metropolitan Government; and

WHEREAS, the Hospital Authority operates the Metropolitan Nashville General Hospital and other medical facilities in Davidson County; and

WHEREAS, the Meharry Medical Group, P.C., the Emergency Coverage Corporation, and other entities provide professional services at certain medical facilities operated by the Hospital Authority; and

WHEREAS, the Metropolitan Government provides an annual subsidy to the Hospital Authority; and

WHEREAS, the Metropolitan Council has adopted a system of employee benefits for employees of the Metropolitan Government; and

WHEREAS, the system of employee benefits adopted by the Metropolitan Council includes medical care benefits for employees of the Metropolitan Government; and

WHEREAS, the medical care benefits for employees approved by the Metropolitan Council includes an account based self-insured plan and a self-insured PPO plan; and

WHEREAS, the Metropolitan Government pays seventy-five percent (75%) of the cost of premiums for employees and their dependents that participate in its self-insured medical plans; and

WHEREAS, the Hospital Authority has proposed an incentive program for employees and their dependents enrolled in the self-insured plans of the Metropolitan Government to utilize the services and medical facilities of the Hospital Authority; and

WHEREAS, under the incentive program, the Hospital Authority will waive the self-insured plans copays, coinsurance and deductibles for services provided by Hospital Authority employees at certain Hospital Authority medical facilities; and

WHEREAS, under the incentive program, the Metropolitan Government and its self-insured plan administrators will authorize Meharry Medical Group, Emergency Coverage Corporation, and other Hospital Authority providers to participate in the carve out and waiver of the self-insured plans copays, coinsurance and deductibles for services provided by these groups at certain medical facilities of the Hospital Authority; and

WHEREAS, the Metropolitan Employee Benefit Board has recommended the approval of the incentive program proposed by the Hospital Authority.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. That the Metropolitan Employee Benefit Board is authorized to implement an incentive program for employees and their dependents enrolled in the self-insured plans of the Metropolitan Government to utilize the services and medical facilities of the Hospital Authority.

Section 2. That under the incentive program, the Hospital Authority, Meharry Medical Group, Emergency Coverage Corporation, and other Hospital Authority providers would be authorized to waive and therefore not charge the self-insured plans copays, coinsurance and deductibles for services provided to the plans enrollees at certain medical facilities of the Hospital Authority.

Section 3. That the Metropolitan Employee Benefit Board shall review the incentive program annually, and shall terminate the program if the Board determines that the program is adversely affecting the self-insured plans of the Metropolitan Government.

Section 4. That this resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
