RESOLUTION NO. RS2008-466

A resolution requesting the Davidson County Delegation to the Tennessee General Assembly to consider the introduction and support of legislation that would allow for the waiver of state and local sales taxes on the purchase and installation of solar and wind energy systems.

WHEREAS, due to a recent rise in the cost of purchasing electricity from the Tennessee Valley Authority, customers of the Nashville Electric Service will see an approximate thirty percent increase in their electric bills beginning in October 2008; and

WHEREAS, in addition to increased conservation efforts, the best way to reduce our dependence on electricity generated from coal burning power plants is to invest in renewable energy sources; and

WHEREAS, solar power and small wind energy systems are becoming an increasingly viable alternative to traditional electricity sources; and

WHEREAS, electrical power derived from renewable resources such as solar or wind energy does not produce the harmful emissions that pollute our environment, and does not contribute to the reduction of valuable natural resources; and

WHEREAS, despite the environmental and long-term financial benefits, the initial capital outlay involved with the purchase of solar and wind energy systems remains the primary reason individuals do not feel able to invest in renewable energy; and

WHEREAS, eliminating the sales taxes associated with the purchase and installation of renewable energy sources would provide an economic incentive for individuals to make this investment.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. That the Metropolitan County Council hereby goes on record as requesting the Davidson County Delegation to the Tennessee General Assembly to consider the introduction and support of legislation that would allow for the waiver of state and local sales taxes on the purchase and installation of solar and wind energy systems.

Section 2. The Metropolitan Clerk is directed to send a copy of this Resolution to each member of the Davidson County Delegation to the Tennessee General Assembly.

Section 3. That this Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
