SUBSTITUTE RESOLUTION NO. RS2008-386

A resolution appropriating a total of $2,000,000 from three accounts of the General Fund of the General Services District to various nonprofit organizations selected to receive community enhancement grant funds.

WHEREAS, as a part of the operating budget for fiscal year 2008 adopted by Substitute Ordinance No. BL2008-174, the Metropolitan Council appropriated $750,000 to Domestic Violence Programs, $750,000 to Education and After School Programs, and $500,000 to Community Service Programs; and

WHEREAS, Section 7-3-314 of the Tennessee Code Annotated states that metropolitan forms of government may provide financial assistance to nonprofit organizations in accordance with the guidelines of the Metropolitan Government; and

WHEREAS, Section 5.04.070 of the Metropolitan Code of Laws provides that the Council may, by Resolution, appropriate funds for the financial aid of nonprofit organizations; and

WHEREAS, the Metropolitan Government has accepted applications to receive these funds from nonprofit organizations; and

WHEREAS, pursuant to the guidelines of the Division of Grants Coordination, the Mayor has accepted and approved the recommendations of the Community Enhancement Fund Review Panels that the appropriated funds be distributed to twenty-six (26) specific nonprofit organizations; and

WHEREAS, it is to the benefit of the citizens of The Metropolitan Government of Nashville and Davidson County that these funds be appropriated to these twenty-six (26) nonprofit organizations.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. There is hereby appropriated Seven Hundred Fifty Thousand Dollars ($750,000) from the ADM Domestic Violence Programs Account (Account No. 01101591) of the General Fund of the General Services District to fund grants to six nonprofit organizations as follows:

$48,600.00	Family & Childrens Service for counseling services
$165,465.00	Legal Aid Society of Middle Tennessee for legal advocacy services
$165,495.00	Morning Star Sanctuary, Inc. for domestic violence shelter services
$97,170.00	Nurses for Newborns Foundation for nurse home visits
$77,100.00	The Mary Parrish Center for advocacy (paralegal) and counseling services
$196,170.00	YWCA of Nashville and Middle Tennessee for domestic violence shelter services

Section 2. There is hereby appropriated Seven Hundred Fifty Thousand Dollars ($750,000) from the ADM Educ and After School Programs Account (Account No. 01101592) of the General Fund of the General Services District to fund grants to fourteen nonprofit organizations as follows:

$29,070.00	Bethlehem Centers of Nashville for tutoring services
$11,034.00	Bookem for literacy - book distribution services
$20,500.00	Fannie Battle Day Home, Inc. for aftercare and summer programming services
$20,000.00	Girl Scouts of Middle Tennessee for Scout troop leader stipend
$10,000.00	Homework Hotline for tutoring - bilingual phone services
$124,817.00	McNeilly Center for Children for aftercare services (4-12)
$50,000.00	Nashville Academy Theatre for children's theater performances
$2,000.00	Nashville Ballet for ballet classes (Smithson- Craighead)
$25,000.00	Nashville Symphony Association for music education services in the Stratford cluster
$300,079.00	Project for Neighborhood Aftercare for before & aftercare for eleven schools
$20,000.00	St. Luke's Community House (Episcopal) for preschool teachers
$10,000.00	St. Mary Villa Child Development Center for a new pre-K site on Nolensville Road to serve Hispanic immigrants
$90,000.00	United Cerebral Palsy of Middle Tennessee to assist disabled children to attend programs
$37,500.00	Youth Encouragement Services for fitness/nutrition services for 6-18 year olds in north and south Nashville

Section 3. There is hereby appropriated Five Hundred Thousand Dollars ($500,000) from the ADM Misc Community Agencies/Services Account (Account No. 01101593) of the General Fund of the General Services District to fund grants to six nonprofit organizations as follows:

$60,000.00	Nashville Adult Literacy Council for adult education services
$56,875.00	Nashville CARES for HIV/AIDS transportation services
$36,658.00	Neighborhoods Resource Center for services to neighborhoods
$50,000.00	Rape and Sexual Abuse Center for sex abuse counseling services
$202,500.00	Second Harvest Food Bank for basic needs (food)
$93,967.00	Tennessee Voices for Children for mental health services for youth

Section 4. The Metropolitan Government is hereby authorized to enter into a contract with the nonprofit organizations listed in Sections 1 through 3 above for the amount provided herein for the purposes stated. Such contract shall specify the terms and conditions under which the grant funds are to be spent.

Section 5. That this Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
