RESOLUTION NO. RS2008-143

A resolution authorizing the Metropolitan Development and Housing Agency to undertake predevelopment activities towards the construction of a new city-owned convention center.

WHEREAS, Mayor Karl Dean requested the Metropolitan Development and Housing Agency (MDHA) to determine a process for moving forward to construct a new city-owned convention center; and

WHEREAS, the MDHA has completed its study and presented the results of the study to the Metropolitan Mayor and the Metropolitan Council; and

WHEREAS, a location at 5th Avenue South and Demonbreun Street has been determined as the best choice for a new convention center facility; and

WHEREAS, funds for a new convention center have been approved and are currently accumulating pursuant to Ordinance No. BL2007-1557 for the sole purpose of constructing a new center; and

WHEREAS, it is in the best interest of The Metropolitan Government of Nashville and Davidson County to move forward with the construction of a new convention center;

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. That the Director of Finance is authorized to enter into a Memorandum of Understanding with the Metropolitan Development and Housing Agency to undertake all necessary predevelopment activities for the development and construction of a new city-owned convention center and related development.

Section 2. That the cost of the predevelopment activities shall not exceed the funds authorized and collected pursuant to Ordinance No. BL2007-1557 maintained by the Director of Finance.

Section 3. That the site located at 5th Avenue South and Demonbreun Street, being more fully described in Exhibit One attached hereto, is the site selected for a new convention center.

Section 4. That the MDHA shall make quarterly reports to the Convention and Tourism Committee of the Metropolitan Council on the status of the predevelopment activities.

Section 5. That a conceptual design and budget estimate shall be presented to the full Metropolitan Council before any permanent financing is secured for the construction of a new Convention Center.

Section 6. That this resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
