RESOLUTION NO. RS2007-2

A resolution establishing a task force to assess and recommend improvements to the public safety infrastructure for the Metropolitan Government.

WHEREAS, the provision of adequate public safety service to the citizens of Metropolitan Government is a vital concern to the Metropolitan County Council; and

WHEREAS, Members of Council are concerned that the existing number of police precincts and fire halls in certain areas of the Metropolitan Government may be insufficient; and

WHEREAS, Members of Council are further concerned about the current response times for police and fire service; and

WHEREAS, a program designating improvements to the public safety infrastructure should be developed to provide effective public safety service to the entire area of Metropolitan Government; and

WHEREAS, it is fitting and proper that a task force be created to recommend to the Metropolitan County Council improvements to the public safety infrastructure.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. There is hereby created a task force to assess the existing public safety infrastructure of the Metropolitan Government and to recommend infrastructure improvements that will effectively improve the public safety provided to Metropolitan Nashville and Davidson County.

Section 2. The task force shall be composed of fifteen members to be appointed as follows:

a. The present chair of the Council Public Safety Committee.

b. The Chief of Police or his designee.

c. A Metropolitan Nashville Police officer appointed by the Fraternal Order of Police.

d. The Fire Chief or his designee.

e. A Metropolitan Nashville firefighter appointed by the Nashville Firefighters Union Local 140.
f. Ten persons appointed by the Vice Mayor, including four Members of Council (one at-large and three district), a representative of the Nashville Neighborhood Alliance, a representative of the Nashville Area Chamber of Commerce, a representative of the Planning Department, a representative of the Metropolitan Department of Law, a representative of the Metro Finance Department, and a representative of the Public Works Department. Such persons so appointed shall be familiar with the issues associated with the current status of the public safety infrastructure serving Metropolitan Nashville and Davidson County.

Section 3. The Planning Department is requested to provide necessary staffing for the task force with such assistance as may be necessary from the Department of Finance and the Department of Law.

Section 4. The task force shall elect its own officers at its first meeting. The first meeting shall be presided over by the present chair of the Public Safety Committee of the Council.

Section 5. The task force shall work diligently to complete its assigned task and may make preliminary reports to the Council. A final report to the Council shall be submitted upon the completion of its assessment and study which shall include any proposed legislation that may be necessary to implement a program improving the public safety infrastructure serving Metropolitan Nashville and Davidson County.

Section 6. This Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
