RESOLUTION NO. RS2007-2146

A resolution acknowledging the minority-owned business participation plan for Gaylord Opryland’s expansion project.

WHEREAS, on August 7, 2007, the Metropolitan Council approved a legislative package for the benefit of Gaylord Opryland that would authorize the Industrial Development Board to issue $80 million in revenue bonds to partially fund an expansion of the Opryland Convention Center and Hotel facilities, which bonds would be paid using payments in lieu of ad valorem taxes, additional sales taxes, and increased hotel occupancy taxes generated by the expansion; and

WHEREAS, Substitute Ordinance No. BL2007-1556 included a provision requiring Gaylord Opryland to ensure that minority-owned businesses are solicited for participation in the expansion project for both prime and second tier opportunities, as required by state law; and

WHEREAS, in an effort to demonstrate its commitment toward soliciting minority businesses, Gaylord presented the Council with a draft of an implementation plan for minority-owned business participation; and

WHEREAS, this implementation plan designates a Plan Administrator who will be responsible for carrying out Gaylord’s efforts to provide contracting opportunities for minority-owned businesses; and

WHEREAS, Gaylord’s minority-owned business implementation plan further includes a procedure for the development and maintenance of records and compliance reports of its contracting with minority businesses; and

WHEREAS, the Metropolitan Council desires to officially and formally memorialize the implementation plan submitted by Gaylord for minority-owned business participation.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. That the Metropolitan County Council hereby goes on record as acknowledging the Minority-Owned Business Participation Plan for Gaylord Opryland’s Expansion Project, a copy of which plan is attached hereto and incorporated herein by reference.

Section 2. The Metropolitan Clerk is directed to send a certified copy of this Resolution to Mr. Colin Reed, Chairman and CEO of Gaylord Entertainment.

Section 3. This Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
