RESOLUTION NO. RS2007-2124

A resolution amending the pay plan for the general employees of The Metropolitan Government of Nashville and Davidson County, approved under Resolution No. RS2005-872, by changing the salary for the position of Mayor.

Whereas, a pay plan was adopted for the general employees of The Metropolitan Government of Nashville and Davidson County, by passage of Resolution No. RS2005-872; and

Whereas, pursuant to § 18.05 of the Metropolitan Charter the salary paid to the Mayor may be changed by the Metropolitan County Council as a part of the general pay plan; and

Whereas, the salary for the position of Mayor has not been changed since 2003; and

Whereas, in 2003, Mercer Human Resource Consulting was asked to conduct a study to determine whether the salary of the Mayor should be changed in order to reflect appropriate compensation based upon the duties of the job and comparative relationship with the salary of a similar classification in comparable cities; and

Whereas, in 2003, the Metropolitan Civil Service Commission recommended, and the Metropolitan County Council approved pursuant to the passage of Resolution No. RS2003-1512, a salary increase for the position of Mayor at an amount less than recommended by Mercer Human Resource Consulting; and

Whereas, in 2007, the Metropolitan Department of Human Resources conducted a review to update the information originally determined by Mercer Human Resource Consulting by contacting the thirteen (13) comparable cities listed in the 2003 Mercer study; and

Whereas, pursuant to the information obtained, the Metropolitan Department of Human Resources has recommended that the salary for the position of Mayor should be increased; and

Whereas, the Civil Service Commission agreed and recommended that a salary adjustment should be made; and

Whereas, it will be necessary to amend the pay plan created by Resolution No. RS2005-872 to provide for this change in salary; and

Whereas, pursuant to § 18.05 of the Metropolitan Charter the salary of the Mayor shall not be increased or diminished during the period for which the individual has been elected; and

Whereas, the salary proposed by this legislation would not become effective until the beginning of the new elective term for the position of Mayor.

Now, therefore, be it resolved by the Council of The Metropolitan Government of Nashville and Davidson County:

Section 1. The pay plan for the general employees of The Metropolitan Government of Nashville and Davidson County, established by Resolution No. RS2005-872, is amended to increase the annual salary for the position of Mayor to $160,000.

Section 2. That this Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it. The change in compensation approved by this resolution shall be effective on the first day of the next elective term for the position of Mayor.
