RESOLUTION NO. RS2007-2047

A resolution requesting the Finance Director and the Purchasing Agent to include a requirement in all Requests for Proposals (RFPs) for the privatization of government services that persons operating motor vehicles while performing any service under the contract be CPR certified.

WHEREAS, according to statistics provided by the American Heart Association, sudden cardiac death from coronary heart disease occurs approximately 900 times each day in the United States; and

WHEREAS, cardiopulmonary resuscitation (CPR) has been repeatedly shown to substantially improve survival from sudden ventricular fibrillation cardiac arrest; and

WHEREAS, immediate bystander CPR administered within 3-5 minutes of a heart attack greatly increase the odds of survival; and

WHEREAS, the Metropolitan Council is currently considering separate pieces of legislation that would require all taxicab drivers and all employees of the Metropolitan Government operating government-owned motor vehicles to be CPR certified; and

WHEREAS, it is fitting and proper that all contractors performing government services through a contract with the Metropolitan Government involving the operation of a motor vehicle be trained and certified in CPR.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. That the Metropolitan County Council hereby goes on record as requesting the Finance Director and the Purchasing Agent to include a requirement in all Requests for Proposals (RFPs) for the privatization of government services that persons operating motor vehicles while performing any service under the contract be CPR certified.

Section 2. The Metropolitan Clerk is directed to send a copy of this Resolution to Finance Director David Manning and to Purchasing Agent Jeff Gossage.

Section 3. The Finance Director and the Purchasing Agent are further requested to respond to the Council as to the feasibility of and/or action taken in compliance with the request stated in Section 1 hereof not later than ninety (90) days after the adoption of this Resolution.

Section 4. That this Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
